How can I recover the VAT paid in Belgium?

I have been deregistered in Belgium and registered in Thailand. As a result, I am no longer subject to VAT. If I were to make a purchase in Belgium, I can recover the VAT. Until now this was never really worth it as I only made smaller purchases on my annual trip to Belgium. However, on my next trip I want to buy a new laptop in Belgium. A new laptop quickly costs € 1000, so a VAT of about € 200 is interesting.

As a retired Dutchman, I live in Belgium and am affiliated with the Liberal Mutuality as far as Mutuality is concerned. I stay in Thailand for a large part of the year and I have taken out a continuous travel insurance for that. I just received a message from the Mutuality that given my status as a retired non-taxable person in Belgium, there is no need to be a member of the Mutuality. However, in order to be able to take out continuous travel insurance in Belgium, I had to prove that I was affiliated with a health insurance fund (as a Dutch citizen living in Belgium, I cannot take out continuous travel insurance in the Netherlands?).

I have been living in Thailand for 11 years and have deregistered in Belgium. I have to fill in a tax form because my income comes from Belgium, which I think makes sense. So I pay taxes in Belgium. What I don't find logical is that I still have to pay municipal tax in Belgium. Are there any of you who are in the same situation?

I have a Dutch passport and have been living in Belgium since 2004. In 2013, in Belgium, I entered into a cohabitation agreement with a Thai woman with Thai nationality. In 2017 we entered into a legal marriage in Belgium. My wife has been in Belgium for over 5 years, her current ID expires in November and we have now applied for the F+ card which we expect to receive in October. During her integration in Belgium, she met the conditions and is in possession of certificates 1.1 and 1.2. Now we have decided together to return to the Netherlands from the beginning of next year.

After 6 years, my Thai wife finally came to Belgium via a d-visa. Already registered in the population register and now holder of an f-card. We were already married since 31-1-2012 in Bangkok. So now also a proof of family composition brought in at work.

Reader question: A friend of mine, yes she is a katoey, would like to come to Belgium to study and work. But what steps should be taken for this? On the internet I find so much information (also often disinformation) that I can no longer see the trees for the wood. Where can she take Dutch lessons and can she work there? Can she then start studies at the university? What about health insurance and residence? Can we live together? Getting started as a working student is normally not a problem in Belgium, but this is all new material for me as well.

Am planning to settle in Thailand in 2019 as a retired state civil servant from Belgium. What about annual taxes? I currently live in Spain and pay my taxes in Belgium every year as a non-resident. What about when I will live in Thailand, will I have to continue to pay my income to Belgium (pay about 54% in taxes)? My wife and I received our electronic identity card from the Belgian Embassy for the first time. However, the certificates associated with the cards cannot be activated at the Belgian Embassy in Bangkok. Since we both wish to use these functions, we must address ourselves to a Belgian municipality or to certain embassies and consulates. Has anyone already used the latter in Thailand, please let me know by return?
