On the royal Thai website you can read the following:

Latest measures for traveling to Thailand
***Entry Measures for Thai and Foreign Nationals (For arrival in Thailand from 1 July 2022)
– Thailand Pass not required
– Medical insurance not required
– Upon arrival, please present certificate of vaccination

When I go to the Non immigrant-O page it says you must have insurance. Wasn't that page edited then? This is confusing to me, insurance is 500 to 600 euros, would be a pity if you don't need them as they wrote on the page: “Latest measures for traveling to Thailand”

Please explain this, thank you in advance!

Because you are confusing two completely different things here. Those “Latest measures” you quote apply to everyone. These apply to both Thai and foreigners, with or without a visa, who want to enter Thailand.

But at the bottom of that page there is also something very important to read and you should also take that into account.

"IMPORTANT

Thai VISA may be required for entry based on the purpose of your visit to Thailand and the duration of your stay in Thailand.

Airline may have its own requirements for its passengers other than the requirements to enter Thailand mentioned above.”

Therefore, foreigners may need a visa, depending on the reason and length of their stay. And to obtain a visa you must meet the conditions. And with some visas, one of the requirements is insurance.

For example, a Non-immigrant O requires insurance. That 40 000/400 000 Baht is the normal requirement for that visa. But there is more than an insurance requirement. It also says “cover all medical expenditures including COVID-19 for at least 100,000 USD” which I think is a mistake because those are remnants of a Thai Pass requirement. I have mentioned here several times.

Brussels, among others, has long since scrapped that 100 dollar demand. There you see that the 000 Dollar has been crossed out and only the 100/000 Baht remains valid.

“6. Health Insurance issued by thai insurer with outpatient benefit of not less than 40,000 THB and inpatient benefit of not less than 400,000 THB. The insurance must also cover all medical expenditures including COVID-19 at least USD 100,000 and must cover the whole period of stay in Thailand.

Health insurance policy document from either foreign or Thai insurers for the entire intended period of stay in Thailand with the following coverage:

Outpatient benefit with a sum assured of not less than 40,000 THB and Inpatient benefit with a sum assured of not less than 400,000 THB covering the whole period of stay in Thailand

COVID-19 coverage is not required for a visa request.”

I cannot explain to you why the Thai Embassy in The Hague keeps this with the Non-immigrant O. You have to ask them why.
