My non immigrant o multiple entry expires on 17/12/2019. Upon arrival on 20/11/2019, I received a 90-day stay until 17/02/2020.
My question is, if I want to apply for a retirement visa, when should this be done? For 17-12-2019 or do I have time until 30 days before the end of my stay, namely 17-02-2020 this would stay until 24-03 to avoid misunderstandings and return after the summer for 1 year

You should always keep in mind that it is your period of stay that you are extending and not your visa.
In your case, the validity date of your visa is until 17/12/19. This means that you can enter with that visa until that date and then each time you will receive a new stay of 90 days. After 17/12/19 your visa expires and you can no longer enter with it. You can never extend that end date.
It is different with the period of stay that you have obtained with that visa. It currently runs until 17/02/20. A period of stay can be extended under certain conditions. In the case of a “Retirement” for one year.
In your case, you will be able to submit the application 30 days (some accept it 45 days before) before the end of your stay, ie 30 days before 17/02/20.
Also consider the following.
- You will have to meet the financial conditions, in case of a bank amount, 2 months before the application. Suppose you are going to apply for your annual extension on 20/01/20, then the bank amount you want to use must be in the account before 20/11/19 at least. Must get up now.
- When you leave Thailand on 24/03/20, you must apply for a “Re-entry” beforehand. You also have to do it later every time you leave Thailand. If you do not do this, your annual extension will expire when you leave Thailand.
