There is a lot of information given here on Thailandblog about applying for visas, especially in this complicated time of Corona. Compliments!! Still, I can't quite figure it out.

I think I qualify for a Certificate of Entry (do I still need to apply): married to Thai (marriage certificate already certified by embassy), just retired (sufficient old age pension + pension), even own a condo (just bought ). Plan to stay in Thailand in the winter months, in the Netherlands in the summer months.

I think it is easiest and fastest for me to apply for a Non-Immigrant Visa O (multi-entry). Requires fewer documents, is valid for a year, must do a cross-border trip after 90 days, and can possibly extend it again after a year (if I understand everything correctly)!)

Now I read somewhere on the Thailand blog that you can only apply for a Non-Immigrant Visa OA with a CoE obtained (is much more work and requires more (certified) documents). Is that true? Or can I also apply for the Non-Immigrant Visa O multi-entry with a CoE and enter Thailand with it?

My wife is currently in Thailand and we haven't seen each other since December. That is why I now want to try to travel to Thailand, despite the difficult procedures, medical statements and two weeks of quarantine. I assume that – if I have all the documents and approvals – I will be eligible for a repatriation flight through the embassy (after all, there are no regular commercial flights to Bangkok).

You are eligible for both visas because according to your info you can meet both requirements. Having a condo is irrelevant in these cases.

1. If married.

Can you ask a Non-immigrant O. A Non-Immigrant O Multiple Entry is currently useless because you can't make “border runs” after 90 days anyway. You can go outside, but to come back in you have to go through the entire CoE application procedure and also, among other things, the quarantine. A Non-immigrant O Single entry is sufficient. You can extend the 90 days that you get with this for a year in Thailand. You can then repeat this extension every year. You can find information here to apply for that visa

2. If you want to go as a "Retired" you can also do so with a Non-immigrant OA visa. Upon entry you will receive a residence period of one year. You can then extend it again after a year for another year at a time. You can find the information here to apply for that visa.
