I entered Thailand on September 14 on visa exemption and obtained the NON-O visa for 10 months on October 3. My question is, does the obligation of 90 days of reporting now apply from the day of entry or from October 10 when I got the NON-O visa?

Basically you have to start counting from entry. A 90-day declaration must be made after 90 days of continuous residence in Thailand and the subsequent period of continuous residence. There is no mention of which period of residence (Tourist/Non-immigrant) you own, although it will of course usually be a Non-immigrant period of residence.

In practice it will probably work out that way.

In principle, your 90-day reporting date is December 12 (15 days before to 7 days after). That is 90 days after September 14. But you obtained a residence period of 10 days on October 90. That means until January 7, 23. From December 7, you can also apply for your annual extension. That date is also within your 90-day reporting period.

If you then apply for your annual extension between roughly 7 December and 17 December and then also report for 90 days, it may well be that people say that the 90-day report is not necessary now. After all, your first year extension also counts as a 90-day notification.

When you have to make that 90 day report next time depends on your immigration office and what target date they will take. Either one takes 90 days after requesting/allowing your annual extension, which is then 90 days after you have applied for the annual extension, or 90 days after the start of your annual extension, which is then 90 days after January 7.

It is best to ask your immigration office and ask for a piece of paper with the next notification date. But of course you could have already done that on October 10 if you were there.

You can then make future reports via the internet. Works fine. You may still have to make the next report at the immigration office and you can make the next one online.
