I returned from Thailand to the Netherlands in June and in the meantime my retirement visa expired on September 14, 2021.
Now I want to go back to Thailand at the end of November and get another retirement visa at the immigration.

I recently married a Thai in the Netherlands (so not yet registered in Thailand). All my marriage papers are now legalized in the Netherlands and I want to register the marriage in Thailand as soon as possible. I also have a Thai ID card for foreigners (rose card) and I don't know if that is an advantage. I have a Thai bank account with 800k balance.

Can I enter with the usual 30 days and then get a new retirement annual visa at immigration or what can/should I do?

Please advice from someone because I can't figure it out via websites.

Since you leave at the end of November, you can no longer go to the embassy for a visa. You will therefore have to leave on a Visa Exemption. You get 30 days upon arrival. During those 30 days you can request a conversion of your Visa Exemption to Non-immigrant.

This is necessary in order to obtain an annual extension. You cannot obtain a year extension on a Tourist status. If allowed, you will first be granted a 90-day residence period. Just as if you would have entered with a Non-immigrant. You can then extend those 90 days for another year.

As long as your marriage is not registered in Thailand, only the Retired option remains. Once your marriage is also registered, you can also do that as a Thai Marriage.

You can read here what you need to convert from Visa Exemption to Non-immigrant as Retired or Thai Marriage. Please note that in principle you still have to stay for 15 days at the time of the application.
