Thailand Visa question No. 233/21: Tourist visa in Laos

If I go to Thailand with a visa O from Belgium to Thailand next May, so 90 days, can I apply for a new tourist visa for 60 days at the Thai consulate in Laos and then extend it with 30 days at immigration in Thailand? Or is that not possible?
Or is it better that I apply for a tourist visa in Belgium for 60 days and then extend it for 30 days at immigration and make an appointment at the Thai consulate in Laos the last month for a new tourist visa application for 60+30 days.
How many times can I make this application in Laos? Two or more times?

This was all possible before the corona crisis.
A Tourist was a maximum of 2 times I thought and then you have to take another embassy / consulate from them if I remember correctly. Normally they also issue a Non-immigrant O Single entry.
You could also consider a Visa exemption. Can be done up to 2 times with land entries. You can also extend by 30 days. And if you are married, you can extend both a Tourist and a Visa Exemption by 60 days
But at the moment the borders are still closed over land and as long as you also have to apply for a CoE, you are still stuck with it every time you enter.
You will also have to take into account the entry requirements in Laos if they are still there.
Of course I don't know how it will be next year and whether they will change anything about their regulations. So wait
Also whether the Consulate in Savannakhet will still be allowed to issue visas is a question mark. Perhaps only Vientiane remains.
