Thailand Visa Question No. 222/21: Extension of stay

In all likelihood, Bangkok will open for tourism from November. So wait a little longer for the confirmation, but normally there is no more quarantine from November 1. My flight is already booked on November 4 (I can reschedule the date for free if the opening would not take place anyway).
My plan is to leave with a visa exempt and then start the procedure in BKK for a Non-Imm O, followed by annual extensions of stay.
Can you confirm that it is still possible to enter the country with an extension of stay? Do I also need a COE? If so, does that also have to be done with a personal appointment at the embassy, or is that an online procedure?
The rush on the appointments for a visa at the embassy (first appointment only possible on November 12!) has made me insecure. Why leave a visa if you can arrange everything there?

If you have a valid Extension of stay you can stay in Thailand with it.
If you leave Thailand you must keep that validity and that is why the “re-entry” exists. Without a re-entry, your extension will expire when you leave Thailand. You have to start everything over again
Currently the website also contains the following text:
“When requesting for a COE, holders of a valid Re-entry Permit (Retirement) who wish to return to Thailand using the Re-entry Permit (Retirement), are required to submit a copy of health insurance policy which covers the length of stay in Thailand with no less than 40,000 THB coverage for out-patient treatment and no less than 400,000 THB for in-patient treatment.”
CoE (Certificate of Entry) is what it says and currently a requirement for anyone wanting to enter Thailand. Regardless of whether this happens with a Visa Exemption, Visa or Re-entry. So yes, everyone still needs a CoE at the moment
