I have a visa Immigrant Non O for many years. Now I have a new passport with the transfer of my visa, since my new passport has been given a different year extension for me, my question is what is needed if I am back in Thailand too late?

Yesterday at immigration in Khon Kaen for a re-entry stamp.
When applying for a re-entry permit it says “My previous visa for Thailand is of the category of” and then you can choose from various options including Non-immigrant and others. I keep wondering what to fill in. My original Non-Imm O has of course long since expired, should I check other and enter the date of issue of my last retirement visa extension?
I have a multiple entry retirement visa. This visa contains a stamp: Please contact the immigration Office for a re-entry permit before leaving Thailand. Why do I have to report? And what should be done? Are there costs attached?

Suppose I apply for a single re-entry and then, due to circumstances, have to temporarily return to the Netherlands after returning to Thailand, while the validity of the visa continues for a considerable time. Can I then apply for a single re-entry permit for the second time or can I only apply once within the period of an annual extension?

Immigration office Sukhothai first demands a ticket with departure and return dates before they want to give me a re-entry. I think that is against the rules and they are always obligated to give me this when I ask for it. Seems like pure nonsense to me because what do I have to discuss if I visit Laos or Cambodia by car, for example.
