Majority of tsunami's warning systems malfunction
At least 80 percent of Thailand's tsunami and other disaster warning systems are inoperative. For example, it appears that of the eight sirens that should warn residents in Phangnga, five are defective. The reason is easy to guess: overdue maintenance.
