Yesterday we wrote about a number of groups of foreigners who can return to Thailand on August 4, 2020, but Bangkok Post was once again incomplete. Today therefore the complete list issued by the Thai government.

According to the CAAT's latest announcement, "Notification of Conditions for Aircraft Permission to Enter Thailand (No. 3)", there are 11 groups that are allowed to enter Thailand. The effective period is from August 4, 2020. These groups are described as follows:

  1. Thai citizens.
  2. Persons with an exemption or persons invited by the Thai authorities.
  3. Persons on diplomatic or consular missions, or among international organizations, or representatives of foreign governments, including their spouse, parents or children.
  4. Transporters of necessary goods who then return to the country of origin.
  5. Crew members who need to travel to Thailand for a mission and have a specific date and time to return.
  6. Non-Thai nationals who are married to a Thai national or parent of a Thai child or children.
  7. Non-Thai nationals who hold permanent residency or are allowed to live in Thailand, including their spouse or children.
  8. Non-Thai citizens who have a work permit or permission from government authorities to work in Thailand, including their spouse or children; or foreign employees or those to whom permission has been granted.
  9. Non-Thai nationals studying at an educational institution recognized by Thai authorities, including the students' parents or guardians, except students from non-formal educational institutions.
  10. Non-Thai nationals going to Thailand for medical treatment and their companions (medical treatment for Covid-19 not included).
  11. Non-Thai nationals who are allowed to enter the Kingdom on the basis of a special arrangement with another country or who have received permission from the Thai government.

The CAAT previously announced that holders of the Thailand Elite Card also be able to return to Thailand.

If you fall under one of these categories and you want to travel to Thailand, it is advisable to contact the Thai embassy in the country where you live.

    That list is quite considerable... so if you are not married yet, but your girlfriend still lives in Thailand, bring her to the Netherlands, get married and you can enter Thailand again?

    I only have 1 question left, perhaps superfluous, but does it apply to all who are allowed to enter Thailand, that they have to go into paid quarantine for 14 days?

      No, but I don't think you will.
      Are they who only stay in Thailand for a short period of time, less than 14 days, for a specific reason such as an aircraft crew, with a limited assignment of a few days, etc... but their freedom of movement will therefore be limited to a certain area.

    What is meant by a permanent residence permit?

      These are people with Permanent Residency (PR) status, someone who is officially an immigrant. It costs quite a bit of money, there are language requirements and a maximum of one hundred people of a certain nationality can apply for PR status per year. The number of Dutch and Belgians with PR status can be counted on one hand.

    Fortunately, number 6. I can visit my Thai/Dutch son in Thailand. That will not play until December, perhaps by then all restrictions will have been lifted.

    You can forget point 10 for medical treatment. Have read that the condition is that you must be able to provide a statement that you have a life-threatening illness that cannot be treated in your own country.

    Finally, many of us (myself included) are allowed to re-enter Thailand for reason no. 6. It doesn't say that the Thai citizen you are married to must be resident in Thailand. I think that was the case before.

      To be clear, I live in the Netherlands with my Thai wife. Now we just have to wait and see when the 14-day quarantine is no longer mandatory.

    Could point 6 also apply to me?
    My son is married to a Thai, so my daughter-in-law.
    They are expecting their first child at the end of January and I really want to go there during the pregnancy.
    My Eva air ticket from June has been rebooked to October 1, but Eva air will not fly in August at least
    Anyone have an idea (other than consult the embassy of course)?

        Or permission?
        This also includes those who have an OA visa and have been deregistered in Belgium, for example, and are registered at the Belgian Embassy in Bangkok.
        Another confusing explanation as usual.

          answer to this has been given many times in thailandblog. This is a very special permit. If you don't know about this, you don't have it.
          You can obtain the permit if you go through an entire procedure. Including Thai language test. See elsewhere on this blog. Many readers have asked about this but they always get the same answer!!! Visa you have is not!!
          Simply put: if you don't speak Thai you have never been able to apply for it!!! So you don't have it.

            Be a permanent resident. And you are not because you are deregistered in Belgium and registered in the embassy.

            Those who have permission to live in Thailand, such as diplomats. They are not Permanent Residents, but like Permanent Residents they do have permission to live in Thailand.

    I get an annual visa every year and live in a permanent place with my Thai partner in Thailand for six months a year. Can I fly from the Netherlands to Thailand now?

      Also not all others who live entirely in Thailand and are now outside Thailand by chance. They can no longer go to their own owner-occupied or rented house.

    • If you read carefully first, you don't have to ask questions that are in the text. After point 11: The CAAT has previously announced that holders of the Thailand Elite Card can also return to Thailand.

              I thought the conditions were still being negotiated, but if you are a Thailand Elite Card holder, the organization can provide all the information about this. Ask them the question.

                Can I Enter Thailand with an Elite Visa During COVID-19?
                While it is officially confirmed that Elite Visa holders are now allowed to enter Thailand, how, when and what requirements will be imposed on elite members has yet to be announced.

                It literally means that the elite visa holders are unable to enter Thailand yet.

                We don't know when that will be at the moment. More details should be released soon.

    I can already see people making plans based on the possibilities, which have now started on August 4. I am very curious, what are the experiences of seniors to comply with all papers and regulations until the actual return to their own home and family.

      No, normally that is not foreseen, but if it is her child, it can still acquire Thai nationality.

      The other way around would work. A Dutch mother with a Thai child.

    I have a Thai stepson in my name legally registered in Thailand is this enough to travel back to THAILAND also have a one year visa..already 20 years.

      If you have a stepson and he is officially registered in your name, you should normally qualify.
      It could also be that when he is older than 20 years old and is therefore considered an adult, this can make a difference. You should check with the embassy. They decide in all cases.

      Whether you have a visa for 1 year or 20 years makes no difference.

        We have been married for 7 years. I came to Belgium alone at the beginning of March. My wife was supposed to join me a month later, but her flights were always cancelled. Normally we stay together in Thailand for almost 9 months each year and three months together in Belgium.

        We are now almost 6 months later and the loss is now becoming very heavy. I would prefer to return to Thailand......Rather than have my wife come to Belgium...(she normally comes every year for about three months but not longer because of the children

        Am I Eligible?

          Unless your wife is not a Thai citizen I don't understand why you are asking this question.
          You seem to be able to write a legible sentence, so I assume you have reading comprehension skills (because most people learn to read before they learn to write).
          Read the article carefully again, especially point 6.

          Normally yes.
          1.1 Non-Thai nationals who are a spouse, parents, or children of a Thai national. (see embassy link below)
          Although that decision is made through the embassy.
