Who can help us please? Recently, we (husband & myself) were awarded custody of our seven-year-old orphaned granddaughter by the Thai Justice. We have been authorized under Article 44 ter of Belgian law to apply for family reunification in order to offer our granddaughter a better future in Belgium. She is currently being raised in Thailand by my 87 year old mother.

Last month we made a special trip to Thailand to get all the documents in order. However, a few documents were delayed, so I had an official document (PROXY) drawn up for my sister. This way my sister can sign for me all documents that require my signature. Meanwhile, all documents are in order and all signatures by my sister went smoothly.

Will a dragon from a Thai official in Buriram now come to light. When applying for our granddaughter's international passport, the official stubbornly refuses to accept the power of attorney, despite this power of attorney being accepted for signing all judicial documents & others. The official wants me, as the guardian of a minor, to come and sign the application for the international passport myself, even though my sister has an official power of attorney. This is too crazy for words!

Just traveling from Belgium to Thailand to put a scribble on a piece of paper there. With this I politely ask all members of the blog who has experience with this and can help us with this?

    In 2020 I had to apply for a new Thai passport for my minor daughter, I was staying in the Netherlands due to the Corona entry restrictions and could not go to Thailand. As a parent with parental authority, it is necessary that I also sign for the passport application. I was then able to arrange an authorization for the signature via the Thai embassy in The Hague, they know about the procedure and they have authorization forms which were requested after submitting the required Thai recognition documents and more, after which the authorization was received and then sent to Thailand ( registered/registered mail). Assume that it also works the same way at the Thai embassy in Belgium. In my case, the mother was able to complete the passport application. An extra authorization for the passport in your case, I wouldn't look too much into what the official wants, but this extra authorization is apparently necessary specifically for a passport, I assume.

        Also for your husband then, so that both of you as guardian can hand over the authorizations to your sister who can take care of the passport application as your authorized representative in Thailand.

        I was still thinking about the following because your granddaughter is 7 years old and, as a minor, she will have to be accompanied by at least one of you when you leave for Belgium during the flight. In my experience, a passport will be available within 1 working days and you could also consider applying for the pass yourself, with your husband, when you pick her up. If you go alone to pick her up, the procedure for authorization for a new passport via the Thai embassy remains for your husband, and in that case you travel with the authorization to Bangkok where you apply there.

          She may be allowed to travel alone if the airline allows it, but then she will receive guidance from the airline. And before flying, a permission statement will also be required to be allowed to fly. In the Netherlands you can use a declaration of consent for entering and leaving a country as a minor with or without guidance.

      She can fly with many airlines such as UM (unacompanied minor). Must be requested in time. It may cost a little extra, but she is not overlooked for this and she is guided with everything. The crew on the plane is also informed and is also guided here. This will also ensure that she does not end up sitting next to a man.
      It will then be personally delivered to the parents at the destination. I would definitely have that done. You can't let her go with anyone. I think Walter means well, but I certainly wouldn't do it.

      I would like to thank you 1000 X for your suggestion. This is super SYMPATHY!!!!! However, by March 4, we will never get that passport in order or that officer will have to choose a different wind direction.
