TB Immigration Information Letter No. 044/23: TM30 not possible online for private individuals

I am a Belgian on a long-term visit to his fiancée in Dan Sai. Since the TM30 falls under your Visa & Immigration ranking, I have information here regarding the reporting obligation of a foreigner staying with a Thai, possibly to register online. But is that so?
After many attempts and wasted time to register online, a telephone contact was in order. There from the immigration Office Loie came an unexpected answer to arrange an appointment in person the next working day with the Tambien Baan booklet...etc. For us only a 240 km round trip from Dan Sai to Chiang Kahn. So much for the 24 hour limit, extra 800 fine, and an easy online TM30 report.
It appears that there is no provision for private individuals, but in fact only for businesses or landlords. Immigration first checks the Thai owner to allow access online (admit). This is the logic behind the title: Admission for residential permit year 2023. Before being allowed to complete a TM30 notification online.
Said in English: “this looks like an online facility put up side down from the very beginning as the immigration role here is to filter and effectively register (for possible business reasons) the owner of the foreign visiting party.
It is never that simple in our current times in Thailand: Always the land of Smiles.

However, I have heard several times that private individuals could register online without any problems via this link. However, we do not use that online notification ourselves and I therefore have no experience with the new online site to say anything meaningful about it.

We (my wife in particular) always send the TM30 by registered mail. This way you have proof that it has been sent. Never had a problem with it, so maybe a solution for Charlie too?
Last year I created an account for my wife to be able to submit TM30 reports because friends and/or family sometimes stay in our former house. The website was recently updated and a new account had to be created. That was quite simple... and 2 documents had to be uploaded to prove that she is the owner of the house. (Tambien Baan and ID)
Today I made a TM30 report for the first time on the new system. The website is built simply and conveniently and the data is stored in an Excel file that you can request and/or adjust when the person leaves again.
It saves you a trip to Immigration or the post office, because it can of course also be done via forms the old way.
My wife simply created an online account and submitted an address notification.
She had to upload her ID Card and Tambien Baan.
My experience is that Immigration in Bangkok and Udonthani are absolutely not concerned about the TM30 form. After 1 time (in Bangkok, when the form was reintroduced and the foreigner had to pay the fine for the homeowner, which led to a lot of hassle and discussion and a sharp decline in the image of the Immigration Service), I never had it completed or handed in. It was never asked for either.
No problem. Answering questions, uploading a copy of our passport and blue book and after 1 day confirmation that we were registered. Have used it a few times since then. Make sure you answer all mandatory questions. There will be no notification if a question has not been answered, but the form simply cannot be sent.
