Longer visa duration for medical tourists

Reader question: Renew Thai driver's license
My brother got his Thai driver's license two years ago, but since it was only valid for 2 years the first time. For your information: my brother comes to Thailand for a month twice a year and has his own home here in Thailand. He must therefore renew this driver's license next December. My question now is whether he needs to be in possession of a non-immigrant o visa again for this or can he do that extension with a regular 30-day visa waiver on entry?
