I want to go to Thailand in September with a Non O visa. Requested in the Netherlands. Now the next question: can I also apply for a Non O in Laos, possibly online at the embassy in the Netherlands? Or would it be better to apply for a Tourist visa in Laos for 60 days and extend it in Thailand for 30 days?

Aren't you making it more complicated than it is? Of course I don't know your travel plans, but wouldn't it be more practical to simply apply for a Non-immigrant O Multiple entry or a Multiple Entry Tourist Visa (METV) before you leave the Netherlands? Then you don't have to apply for anything in Laos anymore.

When the land borders are open again for normal traffic, you just have to make a 'Borderrun'. You already have your visa. But you can also fly to anywhere, of course. If you want to spend a few days in Laos or another country, that is also possible.

But to move on to your actual question, because it's your decision, of course. According to what is stated on the website, you cannot apply for it if you reside outside the Netherlands. You really have to be in the Netherlands.

I don't know what the situation is at the Thai Embassy in Vientiane or the Thai Consulate in Savannakhet at the moment. Before COVID, Vientiane already worked with an appointment system I know. Savannakhet not I thought. A Tourist visa was usually no problem. Normally request in the morning and pick up the day after in the afternoon. Always take 2 days into account. I also don't know if they will also switch to E-evisa there.
