If I come to Thailand on a tourist TR visa 60 days (extension 30 days) can I convert it to Non-immigrant O (retired of marriage) in Thailand? Or is this only possible from the Netherlands?

Yes, that's possible. You will then, if accepted, first receive 90 days of residence, which you can then extend by one year.

But you don't have to make that detour via a tourist. You can also simply apply for a Non-immigrant O Retired/Thai Marriage Single entry in the Netherlands immediately. You immediately get 90 days that you can extend afterwards.
