A few weeks ago we submitted an MVV application for my girlfriend. Initially, the IND should make a decision no later than February 17. I have just received a message that due to the crowds at the IND this will take 13 weeks longer.

Can I apply for a 3-month Schengen visa for her in the meantime, or do we run the risk that the IND will stop the MVV procedure?

Last summer my girlfriend already visited the Netherlands once with a Schengen visa.

Dear Henk,
Yes, if the TEV (MVV) procedure is in progress, your partner can come to the Netherlands for a short stay. As long as she returns to Thailand neatly and on time, and also collects the MVV entry visa there, it is all according to the rules. 
I also point this out in the Immigration Thai Partner File, which you can find here on the blog (menu on the left, under the heading “files”).
You have nothing to do with the fact that the IND is lagging behind, I would simply declare the IND in default after the original decision period (3 months after receipt of the TEV application). Such an official may want to process your file a little faster. But the IND has no way of knowing how long it will actually take. If your application is in tip-top condition, they may make a decision within a week, a month, three months or much later...
