I have an annual visa, multi-entry and my 90 day notification is due on March 13, 2024. I'm flying back to the Netherlands on March 15. I can of course report it online if necessary, but do I still have to do or report something if I leave Thailand on March 15?

Simply complete your 90 day notification and you don't have to do anything else.

The 90 day count then expires when you leave Thailand. This starts counting again from day 1 on the day you return to Thailand. Your next 90 day reference date will then be 90 days after entry.
