What is the status of a rural village head in Thailand?

My friend told me that two neighbors had gotten into an argument over chickens. These animals roam freely in the yard and were also regularly found in the neighbors' yards. They also have chickens themselves and in the end it was no longer clear who owned the chickens and there was an argument about that. That would almost get out of hand because Thais can be quite hot-tempered.

Every village in Thailand has a village chief, if the village is a bit bigger even several. It is an official position, but the lowest in rank in the Thai administrative organization.
