I am going to Thailand on May 23 and now I am wondering if you will have the opportunity and time to buy a SIM card at Bangkok airport and exchange money on the ground floor?

No, impossible. Many money exchange offices are closed anyway. Especially in Bangkok.

I may be able to help you with some Thai cash, because in Bangkok you will probably be quarantined directly from the airport and you will not have an opportunity to change money or buy a SIM card during that entire period.

You don't get that chance at all, after customs you go directly to the means of transport that takes you to your hotel.
If you have passed through customs and go to collect your suitcase from the baggage carousel, then you have the only option to withdraw money.
Only at ATM because the exchange office is closed and you will be taken directly to your quarantine hotel.
You can order a SIM card from your Hotel at 7eleven.
You don't go through customs before you go to the baggage carousel. You first go through the Border Police, Immigration. From there you will pick up your bags at the baggage carousel and only then go through customs and end up in the arrivals hall.

No, when you get off the plane you will simply be helped all the way to the exit, through police, customs and baggage collection to the exit where you will be met. Absolutely no chance to do anything else. I was immediately given a SIM card in my ASQ hotel, of which the first 14 days are even free. Most hotels also have ATMs and beyond. But if you are in the hotel, then your money is of no use to you. Good luck!

I read different stories, of course it may be that some of us succeeded.
My wife is now in Thailand and her experience is that you are properly guided without being able to do anything else. She was immediately taken in a somewhat larger bus directly to her SQ hotel, no chance to either withdraw money or get a SIM card.
You can then inform the hotel later whether they want to buy a SIM card for you.
Furthermore, she has not left the hotel room for 15 days, only 2 x for a PCR test.
Good luck with that, make sure you have a hotel room with a balcony, that makes it a lot more pleasant.

I had Euros with me and the hotel staff changed this to Thai Baht. So in my room I could order what I wanted and pay with baht.

I have this first hand from 2 Thailand travelers (1 Dutch and 1 American) who are now in quarantine. No guarantee.
But probably at an ATM in the baggage claim hall, between immigration and customs.
As soon as you get to the airport you go straight to your hotel where you first get stuck for 15 days so in other words you don't even come close to exchange money or buy a phone card. Good luck in the near future.
You cannot buy a SIM card or change money upon arrival. There are ATMs in the arrivals hall near the baggage carousel, but when I arrived last Friday I couldn't withdraw money here (due to 'technical malfunction').
From the baggage carousel you can only go in 1 direction and after customs someone is immediately waiting to call your hotel and from there it is a straight line to the taxi.
Cash is also of little use during quarantine. You can't spend it roch. You can then exchange or debit card and SIM card can be arranged through most hotel rooms and you can then pay for it when you check out with a credit or debit card.
