Can I open an account with a Thai bank with an international driver's license with a Thai address? Or do I still need a visa?

You can open a bank account at Kasikorn without any problem.
Just bring someone your girlfriend or wife or ask someone

Br, you are absolutely right. But this wouldn't be Thailand if there were no exceptions to the rule. I recently went to the Kasikornbank in Hua Hin with a Belgian friend. He could easily open an account there, without any visa. Just his passport, and they asked him where he was staying, and that was it. He comes here on holiday a few times a year.
You just need a bit of luck. Sometimes it works, sometimes it doesn't. And then you just try again another day. Everything here is subject to interpretation…

Last time we also tried everything to open a bank account.
But you really must have a rental contract and you must get a certain form at immigration.
I don't know what, but they can tell you that at the bank.
A few years ago I had to get a so-called Evidence of Residence from Immigration. Pay 2 passport photos and a few hundred Thb. Had to provide the address of the hotel where I was staying at the time. Pick up document the next day. With this to Siam bank and opened an account, received a bank card and bank book. Everything was arranged quickly.
About 3 years ago I was able to open an account at the Bangkok Bank on Sukhumvit. The big couch halfway between BTS Nana and BTS Asok. (On the left as you walk from Asok to Nana.)

For me, the most important advantage is that I can now bring cash with me from the Netherlands and exchange it at an exchange office with a good exchange rate (usually Superrich on BTS Asok, or as last time at one of the exchange offices on Suvarnabhumi at the entrance to the Airportlink ), then deposit directly at the Bangkok Bank and then withdraw with my Bangkok Bank card.
Free at Bangkok ATMs in the region. I believe you have to pay a few Baht at other ATMs.

Another advantage is that I always leave some Baht on that account. Then I can immediately withdraw money at the airport.

To answer the question….no you can NOT open an account in Thailand with an international driver's license.
And as Br wrote, that's how it can be done.
This used to be possible without a stay in Thailand, but not anymore, unless of course….this is Thailand.
Banks themselves also use different guidelines.
I have an account with the Bangkok bank, which I think is the most flexible. When I opened this a few years ago, I couldn't go to Kasikorn, checked three branches in the presence of my Thai girlfriend.
Nowadays I have an annual visa so the last time I thought it would be useful to open another account, now with the Kasikorn. The first branch refused, had to be able to show a work permit, at the second branch it was no problem. Passport with visa and ntabian job from my girlfriend was enough.
I approached Kasikorn's head office about this, according to them a work permit was not mandatory, but each branch may set additional requirements.
One bank insists on seeing a visa. Kasikorn was easy. Well 2 years ago. I was then able to open an account without a visa, etc.
Recently I wanted to open a 2nd account.. Had to show a work permit. This while I have a non immigrant o visa.
I could jump high and fall low.. But it didn't happen.
Called customer service. They made it clear to the bank employee that it shouldn't be a problem and I just opened an account.
The Bangkok bank, on the other hand, was not difficult with the right papers and visa.
This week I wanted to open an account at the thanachart bank as it is close by.
Visa, address details everything as it should be.
So she always wanted to permit the work.
Explained that if you have a retire visa you do not have a work visa.
The head office also stated that this is their policy.
You depend on the rules they set. Even if you have an account, make sure you keep it. It's hard to open a new one. Rules are created locally. Shopping does make sense, but if the head office passes on the rules, then it stops.

Last year I walked into Bangkok Bank in Soi Buakhao on my own, with my Passport and proof of where I was staying, which was an Apartment in the Third Road (Sai Saam) and within half an hour I was outside with my coveted Bangkok Bank pass . And that proof of where I was staying was only to send my PIN code. What Mr. Cornelis said is absolutely correct!!!!
Special. Both my account at the Bangkokbank and at the Kasikorn, I could immediately choose my own PIN code and received everything right away. Never sent anything. So you can see that there is no ambiguity.
