My girlfriend was born in Korat, but has lived in Pattaya for many years. Now my question is, can she use the 30 bth scheme in a hospital in Pattaya? I think so, they don't.
I find it hard to believe that she has to go back to Korat for every medical intervention.
My question is, how can I arrange that for her in Pattaya? Because worrying about tomorrow or today is completely foreign to her, until the day when it is really necessary.

No that is not possible. You must go to a hospital in the city where you are registered for the 30 baht scheme.
So for your girlfriend that means she has to convert her home address to pattaya.

@Cor, Private cheap? Where do you get that from? I had an inguinal hernia surgery last year in a Government Hospital with 2 days hospitalization, cost Baht 11,000 (eleven thousand). The quote for the same operation at Bangkok-Pattaya Hospital was Baht 150,000, nice and cheap!
It doesn't matter where you were born. As the above commenters already noted, it is about where you are registered in the civil registry (house registration). Even then you can only use certain hospitals in that area.
Incidentally, with the 30-baht scheme you can appeal to any hospital in acute cases. But yes, what is an acute case?
You can go to another hospital with a referral from the attending physician in the hospital assigned to you.
My parents-in-law live in Krabi, but are registered in Pathum Thani, and therefore visit the doctor there.
