Dear readers,
I have a question regarding the relocation of a resident (Thai) from Luxembourg to Belgium.
Situation sketch. A woman of Thai nationality living in Luxembourg is in possession of:
- a Thai passport (in her name)
- a Luxembourgish passport (with husband's surname from whom she is now divorcing)
- a visa for 10 years
What documents are needed if she wants to come and live in Belgium? Does a new visa have to be applied for or can she move to Belgium with the granted visa and register as a resident? And what formalities must be completed in Luxembourg and in Belgium?

If she is staying in a Schengen country, you must register her as soon as possible at the new address in Belgium via the municipality, they will tell you what you need to do next.
With her Luxembourgish nationality, this woman is an EU citizen and is therefore allowed to settle or work anywhere in the EU/EEA.

Report to the town hall of the new municipality within two weeks and register there.
This is to obtain a social number in Belgium.
Register with a health insurance fund
Instruct the new municipality to deregister in Luxembourg.
Further to all contacts such as banks. pension funds and generalities in Luxembourg report change of address.
Forget the Thai nationality for a moment. Her Luxembourg nationality is leading here.
The same benefits and rules apply to her as to a Dutch person.
As a Luxembourg citizen of the Union, she can only stay in Belgium for three months without conditions on presentation of her passport. If she wants to be there for longer than three months, that is possible if she works in Belgium, studies or has sufficient means of support to apply for social assistance (public assistance, I believe the Belgians call it). These resources may also come from a partner with whom she is going to live together without being married.
You only have to register with the municipality after three months, but you can of course do so earlier. She asks for a “declaration of registration”. The municipality will send the local police officer to visit her and once he has visited, the administrative settlement will continue. At some point, she will receive an E-card valid for five years. After 10 years, she can apply for the E+ card.
I mean of course to write that she must have enough money to PREVENT that she could apply for social assistance.
That money may come from any legal source, including a possible new partner.

But I was wrong about the Luxembourg nationality.
She has only Thai nationality with a recently renewed visa for 10 years.
But with what I read here (for which thanks everyone) it is no problem with this visa to move within the EU provided registration in the new municipality and deregistration in Luxembourg.
