My girlfriend is in the Netherlands for 3 months and will fly back next month. I plan to go with her. We are not married. Can we stay together in a quarantine room in Pattaya?

Personally, I would advise you to make it easier.
Apply for an extension of your girlfriend's visa through your place of residence.
Due to corona restrictions, that seems the most simple and obvious to me.
Don't know if you and your girlfriend are okay with that, of course.

Hi Freek, it's possible and they don't make a fuss about it, I went to Thailand with my girlfriend in February 2021, to the Green resort Pataya. The only thing is that you have to sign a form together that you share the rooms (2) with each other. You can get the forms through the hotel. We had a 2 room app. with balcony. The advantage is that you can also go outside.
