Can I open an online stock account with a bank in Thailand? I am not domiciled in Thailand but I do own an apartment there.
What about banking secrecy in Thailand? Towards the Netherlands and towards Belgium?

Dear André, In the Netherlands and Belgium you are able to buy shares from anywhere in the world and why wouldn't that be the case in Thailand? I think it would be a lot wiser to go to your own Thai bank and ask the question there. You must then go to a 'main bank' and not to some branch office where no knowledge is available. And if they cannot inform you satisfactorily, go to the fair located at the intersection at Sukhumvit 21 in Bangkok. And you know that the same applies in Thailand: past results, etc. And... if you want to invest in Asian shares, you can also go to your own bank or broker in the Netherlands. Good luck.
There is no banking secrecy in the sense that exchange of your data is possible if something is suspected that is wrong. If no reasoned request is made, nothing will be exchanged.
That will change sometime next year, the OECD is working on a treaty where all taxpayers in every country where they have an account will come to the relevant tax authority of the country where they are taxable, so be warned.

So there is no banking secrecy because that was the case in Switzerland, etc. even before the end of banking secrecy.
