Has anyone already submitted a CoE application for “Sandbox Phuket”? If so, how long did it take for pre-approval?
I did it myself 2 days ago and got no response yet.
I am leaving around 22-07-2021.

If you had "wanted", there has been the possibility since November 2020 to get a visa to go to your wives.
So complaining that you can only communicate via Skype is, in my opinion, superfluous.
Don't Skype for a while, but consult the site of Thai Embassy The Hague, or have the visa application taken care of by a visa agency, and you'll be back in Thailand in about a month.
And my experience is that immigration is very flexible with extensions.

Apparently you're pretty slack (i.e. you have enough money to spend on an expensive hotel (where you don't even "get aired" like in prison), PCR tests ad THB 2.800, extra insurance (against which I So now I have started the procedure with my compulsory insurer) etc. I only have an AOW pension plus a few hundred euros/month private pension, of which I would rather support my Thai father-in-law (poor rice farmer in the Isan) than waste money on expensive hotel and unnecessary tests while I must have done a test in NL before departure despite the fact that I have already been fully vaccinated (Pfizer).

I think more people have this question, so please answer from people who have experience with the duration of the pre-approval application. There are officially 3 working days for this, but in practice this does not always work.

according to what I found on the internet the pre-approval takes 3 working days, and then another 3 working days for the final approval.
I had already applied for a COE in March and these terms were approximately correct.

total 2800 Baht per test = 11.200 Bath. Squeezing unnecessary money out of your pocket.
Then calculate your Hotel costs. And your visa costs in the Netherlands + the extra insurance…
Ooms asks € 300 for an extra health insurance. I barely counted on approx
€ 3.000 euros and then I am not with my wife in Ubon Ratchathani.

I understood that the Dutch are not eligible for a sandbox CoE because NL is a covid unsafe country in the eyes of Thailand. Or has that changed now?

Changed. The Netherlands is on the list of 66 countries that can use the Sandbox.
