Reader question: Belgian tax return 2020 in Thailand

Dear readers,

May I ask if there are still several Belgians here in Thailand who have not yet received their 2020 tax return?

I live in Bangkok and have not received it till date. This is starting to seem abnormal since these declarations have already been sent in Belgium on October 19th.

I recently had e-mail contact with the FOD in Belgium and there I learned that the deadline for receipt has been extended from November 11 to January 15, 2021, which is also indicated on their website.

I would like to hear from other Belgians how it went for them.

    I am Belgian and live in Chiang Mai and have not yet received a tax letter. A Belgian friend of mine here didn't get one either. So it is a general phenomenon. Stay with BPost or with the tax authorities themselves?

    I have already received a tax letter, but it was in French, which I did not understand, the first time in 17 years that I have received such a letter, I have never had any problems because my taxes are deducted monthly, so I understand it. nothing about why the tax sent me that

      even if you have withholding taxes you still have to file a return. Has never been different.

    I sent an email to FPS Fin at the end of last month because, just like you, I had not received anything yet, the next day I had a reply that a paper version would be sent and a digital version of my declaration was attached.
    I have completed the digital version and returned it, I have not received the paper version yet.

    Roland, no letter has been received in Khon Kaen either. The IRS did last week
    offered the opportunity to call them to make an appointment for them to call you back to complete the declaration together. This went extremely well, smoothly and friendly. Had to happen before 3/12, which was the end date. Maybe they will do this again, given the end date has been pushed back.

    I have not yet received a declaration form.
    After many attempts, my contact in Belgium contacted the competent service twice by telephone.
    She received confirmation that the forms were sent out late and that the deadline for reporting has indeed been extended to January 15, 2021.
    The Service also emphasized that it will not take too strict action in the event of late submission.
    The shipping date from Thailand is important, and it is best to send it by REGISTERED SHIPPING.

    Have responded given the deadline. Received the following response from FPS (BNI1) at the end of November:

    “I have registered in our systems so that our central services will send you a tax return within this and 10 working days.
    In any case, you have been given an extension to submit your declaration until 15/01/2021.
    However, if you have not received any documents by post within a few weeks, you can always request a copy or a possible postponement via this email address.”

    To date no report has been received.

    Dear members,

    I'm in the same boat. Have e-mailed back and forth with FOD several times and my 'paper' tax letter would have been sent on November 17th. Nothing received to date.

    I originally tried to fill in our tax letter digitally (Tax-on-web) but this is only possible if both partners can log in and sign. My wife no longer has a Belgian ID card and unfortunately cannot log in to their website. The only solution is to provide them with a paper declaration.

    If all this has to be dealt with by January 15, I fear that many of us will unfortunately be too late. In addition, I have never received mail from Belgium several times in the past (with all the associated misery). I sincerely hope that this time our tax letter will be neatly delivered to your home.

    If the forum administrator leaves this topic open, maybe we can keep each other informed of the further progress. So far we can only wait and see.

    I also did not receive a declaration yet, I do not know what is going on here. Gave the FPS my figures that can be entered in the declaration. Assume that I cannot be accused of negligence, with the figures the FPS can legally properly, so administrative sanctions are not appropriate here. The message is to wait and see

      Dear Marcel,

      I have sent them all the codes regarding my declaration by e-mail.
      They responded that I had to enter everything with Tax-on-web. The latter is then not possible because both partners have to sign.

      I'm going to keep up with my emails. It is my first year as a retiree in Thailand. I hope this problem will not repeat itself every year.

      A question to the Belgian members (married to a Thai wife) who have been living here for years… how do you experience this problem?

    Tax return 2020 submitted in May via Tax-on-Web and received tax letter with refund via My eBox in November. No papers.

      If you were able to file your taxes in May, you are NOT registered as a 'Belgian living abroad'. Registered Belgians living abroad can, in normal circumstances, only file their declaration from September. So I assume that you are NOT deregistered in Belgium. So not applicable to this question.

      The problem arises for non-resident Belgians.
      Non-residents could only submit their tax returns via Tax-on-web from the end of September.
      Since you already submitted your declaration in May, you will probably not have your domicile in Thailand?

        Indeed, I have not been deregistered for specific personal reasons; loss of widower's pension supplement. Had no idea that as a “not registered” you cannot use the digital declaration.

    that's punishment, that's for residents in Belgium, for non residents I received my tax letter online on October 15, 2020.
    And I will receive the refund or debt in September 2021.

    I received both the tax-on-web version and the paper version. I received the paper version on 3/11/2020. So with a little delay. When I came to live in Thailand, I did register with tax-on-web as a Belgian living abroad and I also made my address in Thailand known to the tax authorities. So far no problems at all, everything arrives neatly.

    So my question to those who have not received anything yet: do they know your address in Thailand at the tax authorities? When deregistering in Belgium, you will NOT be asked for your new address, you will only provide this if you register at the embassy, ​​which is not mandatory. It is therefore best to make your address in Thailand known to the tax authorities, otherwise they cannot send the papers.

      Dear Lung Addie,

      I personally visited the local tax office in September 2019 to report my change of address. At that time I had already been deregistered from my municipality. According to the officer, my new address was already visible in 'their system'. We left for Thailand at the end of September 2019.

      I find it a bit distressing that now, mid-December 2020, I still haven't received a paper return so that I can submit my personal income tax on time. They have known for 15 months that my residence is in Thailand and I still have to email back and forth to find out what is going on.

      It is reassuring that I am not the only one who has not yet received a paper declaration. On the other hand, such stressful situations could be perfectly avoided.

      I'm in the same situation. Wife with Thai nationality and no Belgian IK.

      Have already sent an email to the tax authorities twice and they were going to send a paper copy.

      The last time I got the 'golden tip' that it could easily be done via tax on web with a card reader and a Belgian identity card! Well…….

      Before the date of 3/12/2020, I had filed the declaration as follows: completed on tax-on-web, printed, signed by both, scanned and sent by email! This was rejected in the last email!

      Last year the paper version did arrive on time. The year before they sent me a form to fill in by email, fill it out, print it, sign it, scan it and send it by email and it was all right! Why don't they do that then?

      But yes, too modern, right?

      I'm waiting for an answer to my last email and the paper version that they have sent twice!

    I don't know in which municipality you were last registered in Belgium.
    If this was a Flemish municipality, it is not normal to receive a French-language declaration. In that case: simply return it blank with the message that you, as a Fleming, wish to receive a Dutch-language declaration. With the paper version, which you received, there is a return envelope.
    If you were registered in a French-speaking municipality, it is normal that you receive a French-language declaration and will continue to do so in the future.
    If in Brussels, then you must indicate in which language you want it, Dutch or French
    And then we come to the 'junk' of the facilities municipalities:
    - French speaking with facilities for the Flemish: do you have to indicate annually, for certain documents, that you want Dutch documents..
    -Dutch-speaking with facilities for French-speaking people, then you, as a Dutch-speaking person, do not have to declare anything…. automatically in Dutch.
    You were a frontier worker: in France? Then of course all the employer's income documents are in French and the tax authorities may have made the mistake of assuming that you are French speaking…..????
    So send it back with the wish to be served in Dutch.
    If that doesn't work, I can help you, but you will have to scan all income documents and send them by email. My email is known to the editors.

    Hi,
    To date I have still not received his tax return, I live in Khon Kaen. My brother lives in Phetchabun and has still not received his tax return, so we emailed the tax department and in response we received the statement that they will resend the declaration and that you will be charged for returning the declaration. It was mentioned three weeks ago for taxes, but as mentioned, still nothing has been received, although there are people in Khon Kaen who have already received it

      My impression is that 'wherever you live' probably doesn't matter.

      In my opinion, the mail from Belgium to Thailand takes many weeks to arrive here. The reason for this is unknown to me. I have already heard that the sent mail gets stuck in Europe before it is forwarded.

      As long as they at FOD show a little understanding of our situation, I wouldn't worry too much. If I don't have my tax return by the end of this month, I'll send them another email.

      Somehow I also don't understand why we are not allowed to scan and email our declaration. Then all that hassle with the mail would be a thing of the past.

        with all due respect, but I really cannot agree with you regarding the post from Belgium to Thailand and vice versa. If there is anyone who, here as a foreigner, receives and sends a lot of mail, and this worldwide, then I can say that it is not the case with me. I am a radio amateur with a license in Thailand. Sent an envelope to Belgium last week, regular mail: delivered 9 days later in Belgium…..
        I wonder, if you live in Thailand and are also registered in Belgium, why you don't use tax-on-web for Belgians not living in Belgium. No more problems with the mail, scanning or whatever. but hey, why make it easy if it can be difficult?
        Why does it work for one and not the other? The assessment forms are sent in the same period and I received mine on 3/11/2020.
        Are you sure the address you entered is correct? I'm going to give you, and that's not funny or fake, an example of a address from also ones who didn't receive it:

        The name is fictitious but the address is what he gave on the advice of a 'friend, because his 'tierakje' could neither read nor write the Latin alphabet:
        Messieur Jean-Claude De Mes Couilles and Parachute
        4 Mou 8 (must be Moo)
        Tumban Saffli (must be tambon Saphli and the 'tumban' in front of it is totally unnecessary)
        Hampour Patsjui (should be Ampheu Tathiu and that Hampour before it is totally unnecessary)
        Junwatt Sjumpon (must be Chanwat Chumphon and that Chanwat before it is totally unnecessary)
        86167 (should have been 86162)
        Plantee Thailand (that Plantee is also completely unnecessary)

        He had called the helpline several times and they always asked him if he couldn't shorten this address because it didn't fit in the windows of the database? He called those people 'idiots'...
        I then, on my Sunday 'help desk' from Chumphon, looked at his address and almost rolled on the floor laughing….. Gave him the correct address:

        Chumphon 86162
        Thailand
        Now he DOES receive his mail!!!!!
        Such addresses inevitably go back to the sender, if a sender is already known, otherwise…..somewhere in a pile as 'undeliverable'. You should know that the postmen here are not university scribes either and can't decipher a wrong address in an alphabet they are not familiar with. The sender, in this case, the tax authorities, will not be able to do anything with it and that will remain unaccounted for and they will not bother to find the correct address…. the settlement will then be passed on to the heirs at a later date.
        First, check your own affairs to see if they are correct.
