The Social Insurance Bank (SVB) requires proof that you are still alive for the payment of your pension or benefit. You prove this with the life certificate form. You must complete this SVB form, have it signed and return it to the SVB. Due to the coronavirus (COVID-19), you cannot have this signed at the moment.
On the form you received from the SVB you can see who you can contact to sign your form.
Other names for a life certificate are:

You will have more time to do this. You now have until October 1, 2020 to complete the life certificate form, have it signed and return it.
I have not received a form yet. When will I get this?
No new life certificate forms will be sent until 1 October. The life certificate form will then be sent to you. Then you can fill it in, have it signed and return it.
My pension or benefit has been stopped. What now?
The SVB probably did not receive a life certificate form from you. In this case, please contact the SVB as soon as possible via the contact form. You can also send a WhatsApp message to +316 1064 6363.

My experience with that contact form is bad; after a few weeks no call or e-mail. I don't have WhatsApp.
I had a direct number to one of the people there (taken from a letter) and I called that; you get a robot but if you let it go all the way there will be an option to 'stay on the line' and finally you will get an employee. He noted a call back and that took place after a few days.
It must be a madhouse there right now so I understand that things are different than normal.
This does not apply to Thailand. Attestation must be signed by the SSO (Social Security Office). And that is open.

Funny that you refer to the newsletter of the SVB of March 23. I and many with me did not receive that letter, because there is no mail from the Netherlands. It was precisely around that time that the stagnation of postal shipments started.

Dear all, yesterday April 28, 2020 received the letter + "proof of being alive" from the ABP.
The ABP asks me to fill in the requested information and to have the statement confirmed. The ABP writes that this confirmation may only be done by three people:
– a civil registrar in your place of residence or
– a notary or
- a judge.
I must send the statement to ABP before 1 November 2020.

I had my proof of life for my state pension filled in at sso in Jomtien, and also from my pension. But the mail is the problem, nothing is sent, my mail has been in Bangkok for 1 month, because the letters are sent by registered mail, I can track the mail!
