As of today it should be possible to apply for your visa online. Personally, I think that everything is not yet ready when it comes to information.
The information on the website where the applications must be made mainly shows old, outdated information, but people are aware of this because when you open the website you will read the following information, among other things.
“Attention : Due to system upgrade, Thai e-Visa service will be temporarily unavailable from 10 December 2021 at 11.00:12 AM to 2021 December 11.00 at XNUMX:XNUMX PM (UTC). Should there be any inquiries, please contact Thai Embassy/Consulate at your country of residence”

In the meantime, visa information can be found via the website of the Thai embassy in The Hague, but you should not click on the earlier pages because I suspect that some are still “Under construction”. I hope so.
There is information to be found, but especially when it comes to financial matters, people remain very vague.
Perhaps there will be more clarity in that regard later on the still “Under construction” pages or after the update of the website of the online applications.

You have to upload all kinds of proofs, but some of them can't. But you still have to upload them.
7. Confirmation of legal residence in a country in which you are applying for the visa. (In case that you are not a national of the country in which you are applying for the visa.)
I am Dutch and live in the Netherlands. So I wouldn't have to upload proof for this. How to upload this document???
8 . Applicant is required to upload his/her passport pages which contain all travel records for the past 12 months (1 year) since the last international trip.
Haven't been out of Europe for the last 12 months, so don't have any stamps. Do I have to upload an empty page of my passport?
9.Applicant must apply for e-Visa via specific Embassy/Consulate conforming with his/her consular jurisdiction and residency. Applicant is required to upload document that can verify his/her current residency.
Do I have to request an extract from the population register here?
You never needed these things if you just went to the visa office. Just think it's all vague.
7. It says (In case that you are not a national of the country in which you are applying for the visa)
You are a Dutch citizen in the Netherlands and then you do not have to prove it. They will see that on your passport.
8. “Passport pages which contain all travel records”. If you don't have any travel records you can't show them. If you want to be sure, upload the empty pages.
9. Proof of Address. Extract from population register. You can normally apply online in Belgium and I suspect also in the Netherlands.

Applying is normally easy to do digitally, unfortunately not at all municipalities. However, it will not be sent digitally but via regular mail and within 5 working days. That means unnecessary delay would of course be very professional if all these requirements were known earlier. Then everyone had read in well and all documents were ready for the visa application.
A photo with passport in hand must be the original passport and not a copy of a passport.
Why would someone first make a copy and then take a picture with it?
You can normally just pick up that extract at the municipality the day after, can't you? I remember when I used to always have the choice. By post or pick up at the counter of the municipality. But I don't know in the Netherlands of course.
In the Netherlands, nowadays (almost?) All municipalities first have to make an appointment online to get to the desk. It can sometimes take a long time to get there. Especially in the last 1¾ years because of the pandemic.
But I don't know in Belgium of course. 🙂

You need to upload something. You will get an error message if you try to continue. So you can't leave point 7 blank.

With regard to the payment of the costs, one can only use a credit card or a debit card.
I recognize everything that has been written about this, it was not easy, but after 3 hours of struggling I managed to pay and get a message on my screen that the whole thing is being processed.

Especially the second paragraph of the 'Declaration' (I consent to …) is certainly not inviting to apply for a visa.
In order to apply for a visa, you must waive the right to appeal against personal information about yourself provided by other legal entities.
What I really think is going too far is that race, political activities and the health record are also mentioned in that waiver. There goes your privacy.
You can download that document (there is a download button above the question), print, sign, scan and upload.
Well it is another laundry list of requirements to simply apply for a visa. But I do miss some essential things:
Doctor's health statement with explanation.
A minimum disposable income according to the standards of the Thai of 3000 euros p/m
A photo en profile and en face. person must be dressed in a striped (grey/white) outfit and matching hat
The applicant must be able to demonstrate that he/she is STD-free
Proof of good conduct is required and will be verified
The designated seat in the aircraft is actually occupied. Stewardess signs this on a form when entering Thailand
etc., etc.

Why not just apply for a 60 day visa without all those requirements?
When applying for the Thailand Pass you have to refute enough.

just to go for 30 days [visa on arrival]
all you have to do is the Thailand Pass.
You can then extend your stay at immigration by 30 days on site.
Your ticket must be valid for 30 days and you must be able to change the date of the return journey
Then you bypass the entire online visa application procedure.

I just had to go to the nearest Thai embassy or consulate.

Not normally so complicated, I have uploaded photos of my municipal taxes and water authority taxes. Ipv extract confirm. Registry. Should be enough anyway. By the way, think that many people drop out, this is almost impossible to do.

I'm quitting, I can't manage to upload multiple documents. This is just not possible.
I enter the date at the heading intended arrival date, then the page becomes completely blank and does not get any further. Logged in about 8 times and tried again and always the same.

Made my application for non-immigrant ED this morning. Already received the visa tonight! Apparently they are not very strict. For example, I simply submitted my Dutch passport with proof of current residence.
So you see again that it's actually not that important and it's superfluous again because what does a passport say about your official place of residence? So nothing.
How did it go with that 20 Baht requirement? A one-off bank receipt?
At least it works and you have your ED.
