TB Immigration Infobrief No. 009/22: COVID-19 extension extended again until March 26, 2022 (2)

As already reported in Ref, immigration has communicated under which conditions one is still eligible for the 60-day COVID extension.
It is a confirmation of what we had already placed with reservation.
1. Foreigners with a Visa On Arrival (VOA) are not eligible for this extension. (A VOA is not applicable for Dutch or Belgians, among others)
2. Foreigners who enter with a Tourist Visa can extend their period of stay by 30 days, as was always the case. In order to subsequently qualify for a 60-day COVID extension, they must provide a reason.
Visa exemption is not specifically mentioned, but I assume that this also falls under number 2.
3. Foreigners staying here as Non-immigrants cannot extend their period of stay with a 60-day COVID extension
Those already staying here on a 60 day COVID extension must leave the country at the end of that 60 day COVID extension. If there is a need to stay beyond those 60 days, an application for residence can be made in accordance with the applicable laws, regulations and rules.
It is not immediately stated what they mean by the latter. Back with proof from the embassy that you cannot return to your country as originally planned? Or that you then have to switch to a Non-immigrant if you qualify?
