Experience with Keytrade Bank's requirement to complete the “change of address” form?

Does anyone have experience with Keytrade Bank's requirement to complete the “change of address” form? In our case, the legal and tax residence is outside Belgium, since July 1, 2021 in Thailand. Then an official document of residence is necessary. By which official body can such a document be delivered in the English language on the most advantageous terms?

The following certificates can be issued:
Certificate of residence: states the last address or the history of all addresses included in the National Register file.
Certificate of registration: confirms the dates of registration in the consular population register (which may differ from the dates of actual arrival and departure). Unlike the certificate of residence, this certificate does not state the address. It can be delivered with a view to a re-registration at a Belgian municipality.

I opened an account with a financial institution a few weeks ago, but before verifying my address, I was allowed to send a bank transfer or payment of electricity bill - telephone bill - internet bill that shows my address, which was sufficient.
