We want to take a Tourist visa of 2 x 60 + extension of 30 days.

1. We go to Kuala Lumpur to the Thai embassy and apply there or in the home country.
2. We can get the extension through a country visa run to say Mae Sai in the north.
3. When the extension days are up, we do another overland visa run and get a 30 day Visa on Arrival, back to back with the original tourist visa. Did I understand correctly that you can do this max 2x a year?

That brings the total stay to 120 days

Then this. Our visa has an expiration date of 25/11 (date on which we request the Extension of Stay) and a date on which we have to leave the country on January 2 because we entered on October 2. Will our visa remain valid until January 2, even if we do not request an Extension of Stay? For 2/1 we then travel to KL for the Tourist Visa. The advantage for us would be that we would only need to apply for a Tourist Visa once and only have one extension run to Mae Sai as we are leaving on 1/1.

A Tourist visa with "Double entry" has not existed for a long time.

That has been replaced since November 2015 by a METV (Multiple entry Tourist Visa). That METV has a validity period of 6 months. With each entry you get a residence period of 60 days, which you can each extend by 30 days at immigration. So in theory you can stay in Thailand for almost 9 months (Border runs and extension included). However, you can only apply for this METV at the Thai Embassy that is located in the country of which you have the nationality, or in the country where you are officially registered. I suspect that this will be the Thai embassy in The Hague for you.

You can NEVER get an “Extension” (extension) by making a “Borderrun”. With a “Borderrun” you can only obtain a new stay period. Extensions can only be obtained through a local immigration office.

As a Dutch/Belgian you can never obtain a “Visa on Arrival”. For us Dutch/Belgians, this is a 30-day “Visa Exemption” (visa exemption). You can extend those 30 days at immigration by 30 days.

Indeed, a “Visa Exemption” via a land border crossing is limited to 2 entries per calendar year.

As for your last question.

Your visa has an end date and you cannot extend it. Entry(s) must be made before that date. Your period of stay, obtained with an entry, also has an end date (stated in the stamp) and you can extend this at immigration.
