In my opinion, you are not eligible to become a PR (Permanent Resident) solely on the basis of “Retirement”.
But you can of course always try it under point 2.5.

To become a PR, it is best to visit your immigration office for the details. If you are eligible, they will also confirm how you need to prove the income.
The applications can be submitted until the last working day of 2019 I think.
