Married under Dutch law to a Thai partner of the same sex. For Thai law, this does not (yet?) count as an official marriage. In the past, this was therefore not accepted as a reason for a visa.
Anyone have experience applying for a visa in such a situation now, in covid time?

And why do you think the legislation around that would suddenly be different in COVID time?
As long as a legal marriage between two people of the same sex is not allowed in Thailand, that will not change anything about the visa application in COVID time.
There are bills to allow marriage between two people of the same sex, I understand from the link below, but if and when this will eventually be implemented?
