What if I am abroad when I have to show my 3 baht in the bank 800.000 months after obtaining the annual extension? Can I still do that when I return (which will probably take many months) (provided before my year is over)? Or is my visa no longer valid and can I only enter with, for example, a 30-day exemption and then go through everything again?

1. As for the 800 Baht that must still be in the bank after 000 months.
If you are not in Thailand, you cannot of course prove that the 800 Baht is still on your account. The best thing you can do is contact immigration upon your return and provide that proof as soon as you are back in Thailand. If, of course, you already received a check date when your extension was issued. If you didn't get that, or they didn't say anything, then you shouldn't go either. Then they will probably check that on the next request. You can also drop by before you leave, or ask at immigration what to do if the check date falls during your absence in Thailand.
All this, of course, under normal circumstances.
If you cannot prove anything due to the closing of the borders because you are still abroad, they can also see that you have left Thailand and that this is the probable reason that you did not come. Then do it as soon as you can enter Thailand and insofar as your annual extension has not yet expired, of course.
2. If you are still abroad and your annual extension is about to expire, you will have to start all over again, ie first obtain a residence period with a Non-immigrant status. I fear that will be the case for many in the future.
If you come to the border with an expired annual extension, you will indeed only receive a 30-day “Visa Exemption”.
Or you had to purchase a new Non-immigrant visa through the embassy/consulate, as it should be and before arrival. Then you will receive 90 days of stay, which you can then extend again as before.
