I am a Belgian, retired but now living in Spain. I would like to go to Thailand for a long term. Where and how do I apply for my visa?

 In principle, you will have to make the application at the embassy/consulate responsible for your place of residence. If that is Spain, it will have to go through the Thai embassy in Madrid and of course according to the requirements set by this embassy.

  “Applicant must apply for E-visa via specific Embassy/Consulate conforming with his/her consular jurisdiction and residency. Applicant is required to upload document that can verify his/her current residency.”

 For Spain, the e-visa is not (yet) possible as you can see here and you will have to contact the embassy.

But maybe that is not so practical (relocation, etc) and, given that you want to go for a longer period of time, you can also consider leaving with Visa Exemption. You can then have it converted to Non-immigrant in Thailand. (Note because you can then ask for a flight ticket on departure that proves that you will leave Thailand within 30 days)

If allowed, you will first receive 90 days of residence, which you can then extend for another year.
