Prime Minister Prayut Chan-o-cha has refused to use his special powers against Bangkok Governor Sukhumbhand Paribatra over severe flooding in Bangkok earlier this week.

According to the prime minister, the residents of Bangkok must decide for themselves whether they are done with this man during the next gubernatorial elections.

The heavy rain and thunderstorms on Monday and Tuesday morning caused a lot of inconvenience. The already busy morning rush hour in Bangkok turned into a traffic chaos. Several roads in the capital were flooded (sometimes up to half a meter high) and commuters took hours to get to work.

According to the municipal council, the floods are caused by residents who massively dump their waste in the canals and other waterways. 1.000 tons of waste are dumped every day, clogging the waterways.

Various organizations have called on Prayut to invoke Article 44 of the interim constitution and oust the governor for his incompetent. The rainy season has only just begun and Bangkok is already experiencing flooding, the complaint reads.

Prayut dismisses the criticism, he does not want to use his power to oust the governor. “In 2017 there will be elections again and then the people of Bangkok will have to decide the fate of Sukhumbhand,” he said. Prayut does want a solution to the floods. Clogging of the drainage system by waste must be addressed. Also, of the four important water pumps, only one would have been used. The question is: how is that possible?

Ironically, Sukhumbhand himself was in the Netherlands to attend a conference in Rotterdam on preventing flooding and dealing with climate change. When he heard about the problems, he immediately decided to return to Bangkok.

    I thought Payuth was there to tackle corruption, that the governor is not doing his job properly, that is indeed what elections are for. The residents of BKK must be dealt with for the massive dumping of waste. Otherwise you will continue to mop with the tap “open”, i.e. clogged drainage system. The problem is if someone wants to attack the residents, he/she is really not elected by these residents.

    Most thai here in my village
    laugh at me, and flicker their empty
    bottles also in the canal.

    Isn't it about time that very generous fines are handed out if a Thai is caught throwing their garbage in the water, around the corner or at someone else's place???

    Here at our park, towards the exit, a house has been built for the containers.
    A farang with a Thai girlfriend, who just crushes the plastic bags in front of her door and hopes that the gardeners take that rubbish with them.
    Only the dogs are there earlier.

    Many middle class people are again the l…. by the laziness of the Thai.

    Just put an agent there where those pumps do the most important work, but also write out receipts.

    It will now finally be time to start with:
    1. regular cleaning/maintenance of sewers by (local) government
    2. regular dredging of canals/rivers. I think that removing a piece of lush vegetation with a group of people now and then for the sake of form will not work.
    3. heavy fines for waste dumping in or near sewers. Set a few examples and provide a well-organized garbage collection service.

    So…………….Go to work, I would say. And especially preventative (very difficult word / concept) to work. Listening to, among others, the Dutch instead of the Chinese. Even the Americans have done that with regard to their problems in New Orleans/New York. But that will be an illusion.
