Dear readers,
Are there already people whose CoE has been rejected, but the visa application has been approved at the embassy? Or that you already have a visa.

Normally if you have a visa, a CoE should also be in order if you have booked a hotel and a flight. Only that CoE can now only be applied for online, I think.

Tuesday, November 17, I picked up my passport at the Thai embassy in The Hague and received my Non Immigrant OA visa. I received the CoE yesterday, November 18. If you hand in all the necessary and legalized documents and they are accepted by the employee of the visa counter there, you can almost be sure that you will have the visa in your passport a week later. Applying for the CoE is a piece of cake compared to collecting all the documents and legalizing them at the CBIG (medical statement that you are not a drug addict and do not have four certain diseases) and the MiBuZa.
You must also submit three visa application forms. That can cause confusion, because the website says two copies…that means the visa application form and two copies of it.
A ticket and a hotel reservation + confirmation of that hotel are required for your CoE!!

I do not understand the legalization at the CBIG and MiBuZa. I assume you mean the Fit to Fly and-or also the Covid 19 test? But aren't they signed by a doctor?
I could not find anywhere that these forms should be legalized.
Can you help me and the readers where I can find this info?

Rob talks about obtaining an OA, where you have to legalize a medical statement - which is very different from the fit-to-fly certificate.
Indeed, you do not need to have anything legalized in the application process for a COE.

This is what is meant by the medical certificate (A medical certificate (download form) issued from the country where the application is submitted, showing no prohibitive diseases as indicated in the Ministerial Regulation No.14 (BE 2535) (certificate shall be valid for not more than three months and must be legalized by MinBuZa)

This statement must be legalized twice, namely 1. with the CBIG (here healthcare personnel register, including doctors/nurses, etc.) and 2. with the MiBuZa. These two agencies are located directly opposite The Hague Central Station. Get off the train and enter the CBIG building located in an office where other government institutions are also located. Is the legalization free. Legalization at MiBuZa costs 10 euros per document. Thai embassy asks 60 euros for the legalization by them. Total costs 100 euros for legalisations. Take 235 euros in cash with you when you go to the embassy to apply for your visa.
My GP did not sign the medical certificate. I had this done at Keurdokter.nl in Grootebroek. They have a few locations in North Holland. You will receive a Fit to Fly statement after the Covid test.

Also clearly thank you Rob. I will hopefully be entering Thailand on an Immigrant O visa because I am married to a Thai. Submitted everything today and waiting for approval.

Oops, sorry, I misread the question. It says CoE disapproved. Wrong answer from me.
I cannot register for COE online. Every time I enter the verification code, helped by some internet experts, I get the response that the content has not been found, although the content has arrived at the embassy (confirmed or approved).
But you do need that verification to continue the digital process.
And the Thai embassy in Brussels only works online and does not make appointments.
What to do?
If you register you don't need a code, do you? You will only receive this after the first registration in order to be able to follow the further process.
Dear Niek I had the same problem a while ago with my application for CoE in The Hague: received a number and then when checking the status, the message that content was not found. Called the embassy in The Hague and it turned out that they had had a technical problem and all applications from that day had disappeared. Since they did not know which ones, they could not actively approach people. Then submitted a new application and it worked fine.
Well I already see 4 responses here which do not answer the question asked and mine does not answer either but does have information about the state of affairs. To be clear: now the embassy has also stated on its website that you first apply for your visa and then the next step is that you apply for the COE in 2 parts where the first part is why you are going to Thailand with your personal information and after approval by the embassy of this 1st part, you enter the details of your insurance, ticket and quarantine hotel in the 2nd part of the COE application. If this is also approved, you will receive the final COE. A Covid test and Fit-to-Fly statement is your own responsibility because you already have a COE and you need the test and statement at check-in at the airport as well as upon arrival in Thailand. Previously the procedure was different and this is the actual situation as I understand it.
I just want to learn for applications from CoE so as not to lose time and work.
My first initial CoE application was rejected because I did not provide proof of income. While that was also not requested (valid NON O retirement year extension with reentry). When asked, the embassy employee said that they can ask anything additional. In the meantime I uploaded my ABP pay slip and then the 1st phase was approved. I received a confirmation email and a link to the application.
By the way, I used the English language statement from my health insurer. It does say that covid is insured but no amount. In general, it says “all necessary medical expenses”.
The 2nd phase of the CoE application went well. Ticket and ASQ hotel documents and uploaded the medical statement again and within a day an email stating that CoE was approved.
Dear Mr. WILLEM …… Royal Thai Embassy, The Hague has approved your COE to enter Thailand.”
Thailand here i come. December 2nd is my flight.
All in all, a smooth procedure that is indeed quite exciting if you really want or need to go to Thailand.
