    Lung Lie, I'm in the same situation as you. But a friend has a reliable source that the declarations were sent on 23/10 and will therefore probably arrive around 15/11.
    I'll wait a little longer. Suppose the declaration does not reach Belgium on time, I will send the tax authorities an email at the end of November when the declaration has arrived in Thailand and when sent to Belgium, stating the 'track and trace of the Thai post' where the correspondence is currently located. located. We will certainly not be the only ones who may experience delays and people will probably understand the Covid situation and the delay. It will be close, but we can still get there in time if everything goes well now. Or else an email to the tax authorities at the end of the month asking what to do.
    I have heard from an ex-pat that there is a chance that you can send it by e-mail (but this is not official and will probably depend on the team or the person in charge who will inform you about this, whether or not in reply to your e-mail ). Otherwise, please provide your e-mail details and I will inform you when my assessment has arrived and what I will do.

    Mail from Europe takes 2 to 4 months to arrive. So your paper declaration is somewhere in a big pile in Bangkok.

      It is not true that mail from Europe takes 2 to 4 months to arrive. On 12/10 a package was sent to me from Belgium by regular mail. On 26/10 it was here with me in Thailand. That was 14 days… like normal.

    If you have already completed your tax return via Tax-on-web in the past, I think you should explicitly ask to receive the return on paper.

    I suspect you are now in Thailand, even though it is not explicitly stated in your question…

    Only if your Thai wife has an F card or an ID card, then she also has a national number (stated on the card). This is also necessary to be known by the tax authorities…

      you don't have to explicitly ask for it. I have been receiving the paper version for years, using tax on web, which I then throw in the paper basket. Same with the life certificate: I receive an email from the pension service that a document is waiting for me on mypension. That is the life certificate that must be completed…. I also invariably receive, for years now, a paper version, which also goes in the paper basket. I print the electronic version, have it filled in at the tessa track, scan it and send it back by email…. no problem at all….. apparently they don't look at a stamp more or less, after all it is the taxpayer who pays for it.

    according to an email from the FOD, the letters were sent on 19/10, I have not received anything yet. I received the 2018 statement sent by the FPS in April on June 26!

    Since your wife does not have a Belgian identity card, she cannot get a token. You don't live, I presume, in Belgium either.       Dear Lung addie, if what you say is true, then a lot is solved for Lung Lie and me, because I am in the same situation. In the past, my Thai wife (with a Belgian F+ card) also had no income in Belgium and we filled in a joint declaration. But until now I have not heard or read anywhere that : in the case of married couples, the wife with Thai nationality is no longer liable to pay tax in Belgium together with her Belgian husband, once they have been deregistered together in Belgium. I don't doubt your statement, but where can I find this please? Thanks in advance.

    My situation: I have been deregistered in Belgium for 20 years, had not received any income in Belgium or from Belgium during those 20 years, nor did I have a property in BE. From February 2020 I will receive a monthly pension on my Belfius account. Do I have to register now and complete a declaration (either on tax-on-web or wait until I receive the tax assessment document by post), or will I have to do this next year? Another question: if I have my pension paid into a Thai bank account, do I also have to request and fill in an assessment document? Please your suggestions.

    First of all, Lung Lie's wife does not have Belgian nationality. Whether she has an F card or not, I don't know, it's not talked about or written about. As a Belgian, deregistered or not, you will always remain liable to pay taxes in Belgium. If she does not have an F card or identity card, she is not even known for tax purposes in Belgium. Even though they live abroad, they receive a joint tax return as married couples. If she has no income, you can transfer part of your income to her. To file that tax return, via tax on web, she does not need a token because he can always access the website with his token or with his EID or via ITSME. So I don't really understand the problem.
    Finally, if they now live in Thailand and she is Thai, if she has income, she is liable for tax in Thailand and not in Belgium. He is still in Belgium. He may then no longer deduct her as a married person without income. If she has no income in Thailand, he should contact the tax authorities to ask whether he can still introduce this reduction to her, who no longer lives in Belgium. It is impossible for the tax authorities to check her possible income in Thailand.     Before writing down some info below. As an insurance agent, I have been filling out tax forms for most of my clients since 2002. I even did that for free at home. As a service (partly also to win customers) I filled in taxes at the ABVV office on 20 sitting days or sitting evenings.

    So:
    – If you fill in your tax letter via tax-on-web, you will still receive a paper return. This only stops when you tick the box (just before final filing) that you will no longer receive a paper declaration. So all my clients have been receiving paper declarations for a long time now. So I also recommend checking that box if you still throw it in the trash. Enough trees are already being dug up.
    – If you are married under Belgian law and your wife has received a foreigner's ID, you will receive a joint tax return in the year after the year of marriage. If your marriage only took place in Thailand and was not registered in Belgium, you will still receive a declaration in your name alone.
    – As long as you live in Belgium, you have the additional advantage of the marriage coefficient, at least if your partner earns little or nothing. If you have been deregistered in Belgium and are therefore registered abroad, but still have to file a declaration for income in Belgium, either from work or from a pension, then unfortunately the advantage of the marriage coefficient will no longer apply.
    – The Thai wife will of course remain liable to tax in Belgium if she still has an official income. If income in Belgium, then it is a normal situation. If official income is received abroad, then the rules that both countries have mutually agreed upon apply.
    – if you file a tax return via Tax-on-web as a couple, both will also appear in the list. If not, then you are not officially married for Belgium. My wife is Thai, but also has Dutch nationality through a previous marriage. She also has a Foreigners ID from Belgium, but it expires at the end of November. since we now live in Thailand, it will not be extended. But she will always be known in Belgium via her national register number. Since I am self-employed, my accountant fills in my tax return. We had to give a power of attorney for that. Not only to file the declaration, but also the power of attorney as a non-resident of Belgium. If your wife no longer has an ID, she can still do so, if she has a bank account with one of the participating banks and has activated an ITSME account.
    – Mass hysteria; that's what I call it every year!! The news is always hammering on the timely introduction of taxes. I don't know anyone who has ever been fined for filing a tax return "too late". Not even after 2-3-4-5 months or more. Some did receive a warning, together with the question why the declaration was not made. But never a fine...... so don't lose any sleep over that. Once the declaration is received, it is covered with the cloak of love.
    – In connection with the post : I received the package that my daughter sent on 19/09/2020 on 24/10/2020 !!
    – an additional fact is that the tax authorities want to get rid of that whole hassle and they now send almost 50% simplified returns. You don't have to do anything about it if you agree with the information that you can consult on tax-on-web.
    ooh yes ; you don't need an ID to get a national register number. If you register with the municipality and then with the health insurance fund, you will already receive a National Register number. ( which consists of your date of birth + 5 extra digits.

    I contacted the tax authorities (for non-residents in Belgium) about a month ago.
    I received a nice answer from them stating that the declarations would be sent at the end of October.
    But it was clearly stated that there is no need to worry about late arrival and of course late arrival in Belgium given the many corona circumstances.
    It was also mentioned that they are not very strict on “deadlines” anyway and that they understand that.
    I was even sent an attached declaration form that I could use if I had not received anything by post after November 15th. This form must then be printed and completed, scanned and returned by email.
    So I wait another two weeks and if I don't receive anything I use that form with the announcement that when it arrives by post I will still fill in the paper version and send it back, this will arrive in Belgium with a great delay but then I have shown good faith.

    I am retired in Belgium and my Thai wife is listed on my tax letter because she has a national register number. Through my former municipality I have a one-time code with which she can apply for a token.
    Last year I completed my tax return and signed it by email.
    My wife had to confirm that she has no income, so I have more pension because I am head of the family.

    When we moved to Thailand four years ago, we deregistered from Belgium. I got a model 8 and my Thai wife had to hand in her F card!

    The following year, I thought I would fill in my return via Tax-on-web! I filled in everything, married, etc. and I also got a document to be completed jointly on my screen! (my wife still has a National Register number). A signature had to be added at the end. I could do that with my identity card, but my wife couldn't, because she no longer has an official identity card or F card!

    There was only 1 solution: the paper declaration. The first year this was sent by email and we were allowed to send it back the same way.

    Nowadays I scan the paper declaration, signed by both and I also send the paper declaration. Do not use EMS because then you pay blue. There is a postal rate where you can track your item in Thailand!

    This year the paper declarations were sent very late! I sent an email and got a quick reply at: [email protected]

    If you have questions about your declaration, send them to this address and you will have the correct information and no guesswork about this or that. Every declaration is unique and will therefore be treated as such.

    If you send an e-mail, put your National Register number (national number) at the top so that people can quickly find your file and answer your e-mail.

    I have a civil service pension for my family, so taxes are deducted at source!

    You have to make sure that you enter the correct codes, otherwise you have to pay instead of withdrawing!!!!

    I always fill in the tax on web version, so that I can already calculate the end result. I therefore use the paper version for the actual declaration, because my wife also has to sign (family pension)!

    Unfortunately, no 'simplified' declaration will be sent abroad and you will have to complete this declaration yourself.

    Always ask for information directly from the 'competent' services, both in Belgium and in Thailand. Then you have the only correct information for your problem!

    – I myself am deregistered in Belgium, retired, and live permanently in Thailand together with my Thai wife who has an income here.
    – Last year I sent the paper version but it never arrived. FPS Finance has then given me the opportunity to send in my declaration via email. I received the assessment notice in February 2020. What struck me was that my wife was assigned a national number for the first time. I therefore assumed that a joint declaration could be submitted this year. I could not fill in Tax-on-web (see my reader's question) because the 2nd column is missing. That's why I had to wait for the paper version.

    Yesterday I sent an email to FPS Finance and I received a surprisingly quick answer. Below you can read the most important excerpts of the conversation, I will omit the salutations and signatures, since they are not relevant.

    My mail:
    To date I have not yet received the paper declaration. Given that the deadline for submission is December 3, I would like to know whether the declaration form has already been sent.

    Answer FPS Finance:
    The declaration forms were sent by post on 19/10/2020. I suspect that your declaration will therefore reach you shortly.
    With regard to your TOW file: Most likely your personal details in the National Register or the CBSS are not in order, as a result of which you have received a declaration as a single person. We can add your wife to your tax return so that you still have the opportunity to complete your tax return via TOW. To this end, we must receive a copy of your marriage certificate or deed of legal cohabitation and a declaration of residence and a certificate of family composition. Once this is in order, you will also be able to submit your declaration online in the future and you will no longer have to wait for your paper declaration form.

    Please do not save your TOW file as a single person! Indeed, if you keep your TOW file as a single person, it will no longer be possible to submit the declaration together with your spouse, as it will then no longer be possible to synchronize correctly.
    Please also take into account that this adjustment will take a few days. Your TOW file as a married person should normally be available from next week (within 2 weeks at the latest).

    If you send a tax return by post. Take a copy of the declaration and any attachments to be attached. Tracking post office shipping certificate. This way you have a complete package if they have a problem about the date of receipt with a possible fine. Do this if you submit an objection.

    Dear Hans. Letter you receive is not that important. The one you send does. Copy this Doc and keep a postal certificate. For marriage coefficient. Indicate married. Enter date. Enter wife's name + date of birth. Proof of cohabitation with the municipality. Declaration on honor that she does not work in Thailand. All documents must be signed by both parties. When you receive a calculation you will notice that your income has been reduced and is in her column. The difference can be significant in the settlement. Good luck .w
