Dear readers,
Who knows a good notary in Pattaya/Nongprue who can help me sign my document from the ABP regarding “Certificate of Life”?
Has anyone already had experience with such a notary?

you do not need a notary, both the police and the municipality can stamp your life certificate.
Notary not required.
Just at the Jomtien immigration office (soi 5). Completely free.
I myself have had this signed by immigration for 10 years.
I don't know how it is now in 2019, but when I went to Immigration Jomtien last October 2018 to sign "being alive" for a pension fund, it turned out that they no longer did it. They referred me to the embassy! Nonsense of course, I went to a doctor around the corner. He signed and that was accepted by the pension fund. Cost 500 Baht.
Which pension fund are you affiliated with. At PME, a doctor's signature is not accepted. The municipality does not do it, so you have to go to the embassy. That is my experience!!!

I always have my life certificate signed at the amphur (town hall) in Khon Kaen.

No notary, but do know that immigration Jomtien now does this for free, no ticket required, you are referred to desk 5 at the back, I had this stamped last week for my Belgian pension, and it is free.
Previously, IO helped me at the entrance on the left next to the reception desk for 200 baht, apparently that extra job was taken away from him (I was otherwise also satisfied with it).
The Austrian consulate on Pattaya Nua will sign it free of charge and friendly.
Hello Jan ... I have been to the police station for 3 years, they know that document there and for 300 Tbh you get a stamp and a signature !!

The letter I received from the ABP clearly states that proof of life may only be made by three persons:
1. A civil registrar in your place of residence or
2. A notary or
3. A judge
I therefore wonder whether all the options indicated above are accepted by the ABP..??
a notary (notary public in thailand) is easy to find in pattaya. Just google it

Jan, try to get out of this jumble of answers. Whether or not a notary, police, municipality, immigration, Austrian consulate or mandatory visit to the Dutch embassy? Wouldn't it be better to ask the ABP itself which proof of life is accepted?
Totally agree Leo. Not every pension fund accepts the same bodies/persons. The ABP indicates: civil registrar, civil-law notary or judge. I contacted ABP, after which they accepted that I had my form (in Dutch and English) completed, signed and stamped by a doctor from the local clinic.

Confusing information because a number of people respond from experiences with their own pension fund. But what they indicate may not apply to ABP.

Lots of wrong advice. For the SVB you need an annual life certificate if stamped at the security office in Bang Lamung. You can send this to all pensioners and it will be accepted. That's all.

I sent a copy of my SSO life certificate to Zwitserleven with a brief explanation and it was accepted. And even this: if Zwitserleven came FOR the SVB with that question, I would go to the SSO with a copy of the 'empty' SVB life certificate and receive one with stamps that went to Zwitserleven. You just make a few copies of the empty SVB certificate so you have some stock.
I have heard that it is possible at the Provincial Social Security Office. I don't know if they have a branch in Pattaya…
The SSO is in Laem Chabang this is towards Sri Racha and stamps and signs the SVB form.
Just like Jan, I receive a pension from the ABP. The letter asking you to complete the proof of life again states that it may only be confirmed and signed by a civil registrar in your place of residence, a notary or a judge. The first time this applied to me, I went looking for a notary. I didn't find it because people don't know it in Thailand. After contacting ABP, a lawyer was also good. Made an appointment and was told it would cost 10.000 baht. Then, on the advice of an acquaintance in Bangkok, I went to a translation agency that worked with a lawyer. I received the completed and signed form back the next day for a fee of 1500 baht. Now I have the form completed, signed and stamped by a doctor from our local clinic. I have requested and received permission from the ABP for this. The costs/contribution for this campaign are left to me.
Everyone can advise Jan based on their own situation, but who or which body is accepted may differ per pension fund.
The proof must be in Thai. So first have it translated by a recognized office and then hope that someone will sign it.
I myself walked around for weeks to have a life certificate signed for a friend's survivor's pension. She has Thai nationality. Finally, this year we succeeded in the police station, provided a good tip.
It is a shame that the embassy of the country that pays the pension does not want to do this. They are Belgian documents and it is a Belgian pension.

Although this is about a Belgian pension, I, as a Belgian, would like to respond to your response. If there is something that goes very easily with the Belgian administration, it is the life certificate. It is accepted, stamped and signed by any Thai official: hospital, police, town hall, immigration office… Having it translated into Thai is pointless as they cannot read it in Belgium. It must be in one of the national languages, French, German, Dutch or English. If the person in question simply goes to a 'clinic', not even a large hospital, or goes to the Tessa Baan, as I do, then that is already in order for the administration. I suppose that 'Thai girlfriend' herself is articulate enough to explain in Thai what the document is about and does not need Farang to help. The only thing you can help with is to send it to the correct address in Belgium (Zuidertoren in Brussels) and that is even possible by email: a scan as a PDF is accepted without any problem.
Another remark: if the lady is not registered with the Belgian Embassy, then they do not provide administrative services to this person.
As a Belgian, that may indeed be the case. But many widows do not have Belgian nationality. And if the administrations want to sign it, they want to know what they are signing, so a translation is necessary.
But as with all administrative formalities, bullying is the main service.
Helping someone is long gone. Now all that remains is to make people as difficult as possible.
Probably the reason is that the girlfriend is Thai, and that is why they cannot / do not want to do this, even Belgians who are not registered at the embassy are limited for documents, as far as life certificates are concerned, they are not difficult if registered at the embassy, selfie photo with Thai newspaper with recent date ,by email to them and return life certificate was communicated to me by them in email.

The ABP accepts "proof of life" if it is signed by:
Dutch Embassy/Consulate
Officer of the Civil Registry
Notary or a Justice of peace
Informed ABP and asked what to do because none of the requested persons exists except Embassy in Thailand and I then have to fly to Bangkok and incur extra costs. We cannot do anything about the fact that you live in Thailand
I myself have been to a civil registrar who could not and was not allowed to sign / stamp the proof because it was not a Thai document. He did have a document drawn up stating that I was still alive, this document was in Thai and was not accepted by the ABP. So I have been going to the German Consulate for years and this consul signed my certificate. Cost about 1200 baht. He called this Ambtliche dienstbahrheid. The UK consulate was not sympathetic and did not want to sign. Then you have a branch of the SVB in Chiang Mai who have an exchange program with SVB personnel in the Netherlands and are also informed by SVB personnel. They were also not willing to sign because they have nothing to do with ABP.
Now there are also lawyers who also perform work as civil-law notaries and they are accepted by the ABP. Noe do I have to indicate that I am a former soldier and not a "citizen ABP"

Given the fact that you have to register your residence permit at Thai immigration and report there every 3 months, this seems to me to be equivalent to option 1. The civil registry. The ABP letter is a standard letter and not specific to Thailand.
Dear Jan. I agree with l.lagemaat that you are getting a lot of confusing and even incorrect information. My advice is to contact ABP personally. I did that myself and to my complete satisfaction. The quickest way to contact them is via CHAT on their site. If you can't figure it out, you can email me ([email protected]). Others affiliated with ABP may also be involved.
Got it stamped by the police in soi 9 last month.
100 baht tip given, less than 5 minutes back outside.
No problem.
These requirements apply to Europe. Free in Thailand with SSO and copy is accepted by all pensioners. Free!
