This describes the export procedure that applies to Thailand, but a country where imports are made has its own rules, which unfortunately do not always align with the Thai export method/procedure to be allowed to take an animal with you.
Presumably through a licensed Thai vet.

Do you mean you want to bring them from Thailand, or to Thailand?
Years ago I took a dog from the Netherlands to Thailand and that was not really easy.
The animals must first be vaccinated against everything (differs per country, so you have to check what applies to Thailand)
That should be with a real vet,
Then you immediately apply for a passport, but then you are not there yet.
We then had to go to The Hague, to the Ministry of Foreign Affairs to collect certain papers there, so a kind of approval from that vet.
Then there will be stamps in that pet passport and you will have to take it to the Thai consulate for approval. You will get that right.
You must also have special kennel baskets, and buy an extra ticket, then they go into the cargo hold.
They are not allowed to eat and drink during the trip and you can expect them on the baggage carousel after the flight. Is a very strange face.
Upon arrival, everything is checked again and we were able to continue right away.

We fly from Thailand to the Netherlands. Our cats have been transported internationally before. However, not to Europe. Everything has already been arranged: vaccinations, airlines for a place with luggage (no cargo), doctor's certificate, blood serum to the Netherlands, but since 2014 a European passport has been mandatory.
I will ask the vet here again if she knows where I can buy one, or if not the Dutch embassy.

I am afraid that a European pet passport is not available in a country that clearly has nothing to do with Europe.
Check with the Dutch Food and Drug Administration regarding bringing pets from outside the European Union.
