In my story about the blockade of the New Year's Eve conference, I reported at the end that I had sent BVN and Herman Finkers an E-mail asking why thousands of Dutch people abroad could not see the show via Uitzending Gemist.

BVN then sent me the following message:


Dear sir / Madam,

Unfortunately, Herman Finkers' New Year's Eve conference is geo-blocked.

 For the programs that are broadcast 'directly' on the television channel BVN (via satellite, via the internet (online live stream) and in some regions via cable), the NPO has concluded agreements with entitled parties. We are talking here about the rights of authors, performing artists, filmmakers, actors, music, composers, screenwriters, etc. Rightful parties are, for example: film producers, sports clubs, music producers. 

In addition to watching television 'immediately', you can watch programs 'on demand', ie: programs that you have missed can be watched at a later time via npo.nl and 'missed broadcast' on the BVN website. Offering programs 'on demand' or 'missed broadcast' is considered a 'new disclosure' according to the law (ie: you offer the program a second time: 1st time 'immediately' and 2nd time 'on demand') . For this too, the NPO must conclude agreements with entitled parties. 

The agreements with entitled parties state, among other things, whether the program can only be broadcast in the Netherlands or also abroad. And whether it can only be offered 'directly' or also 'on demand'.

 The NPO does not have the rights to broadcast some programs 'on demand' (or 'missed broadcast') outside the Netherlands. The NPO is obliged to shield these broadcasts from abroad. This is done by means of geo-blocking, which means that these programs cannot be viewed from abroad via npo.nl and 'missed broadcast' on the BVN website.

 In practice, therefore, programs can be viewed 'immediately' on the BVN television channel (via satellite and the online live stream), but you cannot watch them again via npo.nl or 'missed broadcast' on the BVN website.

A clear story, but also with a high blabla content. I replied to it as follows, but I don't hope there will be another reply:

Dear Sir / Madam,

Thank you for your response to my complaint that Herman Finkers' New Year's Eve conference was not shown on Uitzending Gemist due to “geoblocking”. Your answer and explanation is clear, formally it must have been fine.

The question remains – you can of course say, you have to ask the NPO – why this show was geo-blocked. The agreement with the artist will probably have been a formality, in which the Dutch abroad were not considered in this case. I am convinced that Herman Finkers himself would not have had any problems if the broadcast had been broadcast abroad.

Thanks to the many responses to that article, I (and many others) did see the show via YouTube, but I could also have made a VPN connection that would remove the geo-blocking.

I already write the article that I understand geo-blocking in a certain case, but it is easy to get around. In the case of Herman Finkers, the measure was completely unnecessary, as a result of which several tens of thousands of Dutch people who reside, work or live abroad could not watch the show at a convenient time via Uitzending Gemist.

Missed broadcast? No, missed an opportunity to boost the artist's popularity even more.

    We made something similar yesterday. As part of the NOS anniversary, a video of our granddaughter presenting a mini NOS news appeared on YouTube. But yes, we are in Thailand and “therefore” not entitled to watch the video! Of course we could view it later after it was sent from the Netherlands…

    Until Jan 10, 2016, this broadcast was on various sites, so we had plenty of time.
    A (semi) government agency can never take over the function of a DVD rental or sales company, so… a typical case of a pity. So just buy the disc and you can watch it until Sint Juttemis

    Just www. nl_tv.asia. nl and you can watch Herman Finkers as well as other programs without any problem, even Belgium, Germany, BBC, Aljahzeera, Eurosport 1 and 2.

        I use NL-TV with Windows 10 on my laptop when I'm on the road, like now in Hua Hin. No problem.
        At home (in Bangkapi) the TV is connected to the NEOZ64 (Minix) with the Windows 10 version on. Everything works without any problems.

        NL-TV.Asia works fine under Windows 10 on a PC, laptop and as an Android app, both at home and in hotels with somewhat more limited WiFi. And that in TH but also beyond as I noticed during holidays in neighboring countries and beyond. As long as it's Asia!

    With a VPN account you can log in to a missed broadcast via a proxy with a Dutch IP address.

    As I hear from Brussels, the European Commission is working hard to put an end to so-called geo-blocking within the EU, as it is contrary to European regulations. Unfortunately, residents of Thailand do not benefit much from this, but it is probably a first step.

    You can click on the BVN.TV site that you would like to receive the guide with all TV programs of the whole coming week by e-mail, completely free of charge. If you receive that guide every week, you can plan which programs you want to see almost 1 week in advance.
    As far as New Year's Eve is concerned, you could have seen Herman Finkers coming well in advance: first in the morning (Thai time) and then again a repeat the same evening and the same time.
    I advise you – if you don't have such a subscription yet – to apply for it immediately, because then you will no longer be faced with unpleasant surprises.

    As far as geo-blocking is concerned: a radio station such as Sky Radio also falls under this. And so there are more.
    Indeed, the above reflecters are right that you can solve the whole problem by either installing nl_tv.asia.nl or by establishing a VPN connection. The latter is very simple: download the app from Expressvpn.com in the App store and you will read all the benefits of a VPN connection. Can I strongly recommend.
