I wouldn't immediately panic because of this message. Thai Visa is mainly made by and for English/Americans. They no longer have an “Affidavit” since January and therefore no longer have the option to apply the combination method.
So it may well be that immigration Chiang Mai has told that Visa agent that they only have the option to work with a bank amount, or by monthly deposits and that the combination method is no longer possible.
– I would otherwise be surprised that if this applies to everyone, there is no official mention of it.
- We'll see. If it applies to everyone, there will certainly be more reports of this. In the first place than Immigration Chiang Mai itself.

If it applies to everyone in Thailand, then I and many others with me can start packing and
start the remigration procedure.
Although I can follow the new rules, I have already planned my fifty-fiftiy re-migrate for within 4 years,
I think they have chosen a direction that goes further than the current one.
Register again in Belgium and then become a tourist for possibly the other 6 or 2 x3 months. Subject to an OA visa, because then you can still be in charge of your own money, you can even have them in a Belgian bank in all their current goodness (subject to of future changes of course), we will take insurance and other papers as we are already reasonably trained in this here in Thailand.
By the way, the financial reports regarding the Thai economy (still positive but dwindling), their budget that is constantly decreasing, and do not forget that from August 11, 2019 5 million baht deposit guarantee, but from August 11, 2020 only 1 million baht deposit guarantee,
(Coming from August 11, 2016 to 2018 it was still 15 million warranty.)
Now I do know that most of us don't have 15 mill. are expats (or maybe a few ? lol) but I think warning lights are starting to glow here in Thailand !
Oh don't let me panic, that's just my personal intuition, and I'm actually starting to miss my Antwerp after almost 11 years in Thailand, fifty-fifty will solve that or maybe somewhere else,
Thailand loses its shine for me, and certainly its smile with the average Thai!
Although I am still one of the lucky few who can still somewhat keep up, I can very well understand that many expats are getting tired of all those threats and pointless restrictions. I really don't see what all those old people who obediently consume their pensions would do wrong. I think the 'ordinary' tourist causes a lot more nuisance.
It gets scarier every year and they are apparently looking for a way to make life so miserable for the expats that they leave. Perhaps just the unfortunate consequence of a military dictatorship that would rather lose the prying eyes than get rich.
What terrible new things has the Thai government introduced to make life miserable for expats?
And if they want to get rid of expats, wouldn't it be much easier for them to double the financial requirements, or increase them tenfold?
Many “ordinary” tourists actually spend much more than an old-age pensioner with his pension.
You also don't have to maintain an extensive network of immigration offices for those tourists, so they also have costs for those expats.
In my opinion, the expansion of the number of immigration offices is also a service for expats.
Then they don't have to travel as far if they have to go to an immigration office.
Otherwise, there are many 'ordinary tourists' who stay in Thailand for up to 8 months and then spend a lot more than those old people who obediently digest their pensions and AOW in a whole year.
i was at Lamphun immigration last week afternoon for my 90 days report.
It was not busy, better said I was the only customer at that time.
So let's talk about health insurance.
They knew nothing about it and asked where I got that nonsense.
I replied that many a website, blog or similar is full of it.
Hell and damnation and many sleepless nights.
A female officer replied, those websites again.

And if you followed it a bit, you would have known for a long time that health insurance only applies to Non-immigrant OA visas and this from July (target date). This is a visa that you can only apply for at an embassy. Not in an immigration office. It is therefore not surprising that they are not aware of this in Lamphun or other immigration offices.

Another sandwich monkey story. Found this info from CM immigration. And under point 5 is still the combinatoe method.
NEW REGULATIONS
for RETIREMENT VISA
starting from 1 MARCH 2019
1) Must have been granted a non-immigrant visa
(Non-lmm) *
2) Must be 50 years of age or over
3) Must have evidence of having monthly income of no less than THB 65,000 or;
4) At least 2 months prior to filing date, and at least 3 months after being granted permission, the alien must have fund deposited in a bank in Thailand of no less than THB 800,000. The alien can withdraw the fund 3 months after being granted permission and the remaining balance must be no less than THB 400,000 or;
5) Must have annual earning and fund deposited with a commercial bank in Thailand totaling no less than THB 800,000 until the filing date. The fund must remain in the account prior to and after the permission is granted and the alien can make a withdrawal under the same conditions as stated in (4)
For UK, US and Australia that is not a monkey business story at all as I said in my response.
Since their embassy no longer issues Affidavit, they can no longer apply the combination method in their application. They then still have the full bank amount or monthly deposits.
It is therefore to what that visa agent refers to, I think.
For the others, the combination method is still possible, or there should be a counter-message soon that it is for everyone. But I don't expect that.

I would not know if it is no longer possible for these nationalities to do the combination method.
Now that they no longer issue statements to their embassies, they have to show their income through bank statements, bank statements, etc.
In fact, that is also possible with the combination method, I assume, it remains the same in principle.
