I have a multiple entry retred annual visa that expires on September 23rd. Is it true that if I re-enter Thailand before that date, I will get another annual visa without a fight? They could not confirm that to me at the Thai embassy in Brussels, that was a matter of immigration.

I suspect that by “an annual visa including multiple entry retred” you mean a Non-immigrant “OA” Multiple entry?

With that visa you will have a residence period of one year upon each entry, and within the validity period of the visa. So if you enter Thailand before the end of the validity period (September 23, you say), you will again have a residence period of one year.

NB. The “Multiple entry” of the visa also expires on September 23. If you are going to leave Thailand during that year, for whatever reason, and you want to keep the one-year residence period, don't forget to take a “Re-entry” first.
