As a retired Belgian I have a non-immigrant O annual visa multiple entry… entry before 11/4/2017. I reside in Thailand and make a visa run every 90 days. This week I have to make another one, but can't I just go to immigration Pattaya for my next 90 days and buy an additional re-entry, to fly to Belgium on 20/12/2016 as planned.

The intention is to come back after the New Year and before 11/4 and get an additional 90 days and then purchase a retirement extension here with multi re entry.

What do I need to go to immigration now…for the 90 day extension and re-entry? Do I have to prove my income or not now? Will my new re-entry stay with the same date as my annual visa?

You cannot obtain a 90-day extension of your current stay at immigration. Also on the basis of your Non-immigrant “O” Multiple entry visa, no new stay period of 90 days will be allowed at immigration.

To get a new stay of 90 days you have to make a “borderrrun”. So you have to leave Thailand and re-enter. Whether you do this via an airport or by land does not matter since you have a visa. In that case, a “Re-entry” is of no use to you either, since you have a “Multiple entry” on your visa. This allows you unlimited entry and exit from Thailand until the end of the validity period of your visa.

With each entry, you will receive a new 90-day residence period.
In your case, the last possible entry with your Non-immigrant “O” Multiple entry visa is on 10/4/2017.

What you can do now is possibly ask for a year extension following your current period of residence.
You can now extend every 90 days stay by one year (in the past you had to use up the visa, but that has apparently changed). You must submit the application for this before the end of your current period of residence.

If you would now ask for a year extension, a "Re-enrty" is necessary when you leave Thailand, otherwise you will lose that year extension when you leave Thailand. A “Re-entry” is valid as long as the annual extension runs or until the moment of use in the case of a “Single Re-entry”.
