Next month I will go to the embassy in Amsterdam again for my Non-immigrant “O” visa. Now I heard you need proof of good conduct and health certificate. What is true here?

I can't find anything about this on the site of the embassy in Amsterdam.

Proof of good conduct and decency (excerpt of criminal record), and a health certificate are standard proofs that are requested if you are going to apply for a Non-immigrant “OA”. You cannot get this visa at the Consulate in Amsterdam, but only at the Thai Embassy in The Hague.
With other visas, this proof will only be requested if it is considered necessary, but that is very exceptional.

In your case it is about a plain Non-immigration “O” (retirement) I suspect, and in normal circumstances you will not have to provide that either.
What is needed is clearly stated on their website.

Please note that you can only obtain a Non-immigrant “O” Single entry in Amsterdam. For a Non-immigrant “O” Multiple entry you have to go to the Embassy in The Hague.
