I want to travel to Thailand in early December 2023 and stay there for 4 months. I want to do this on a tourist visa, with a double entry, so twice 60 days.

Now my question is, if I leave Thailand after the first 60 days, is this allowed with such a visa run? So cross the border into Cambodia by land with a van? How long do I have to stay in Cambodia before I can stay in Thailand again for my next 60 days.

You mean a Multiple Entry Tourist Visa (METV). A Tourist Visa Double entry has not existed for years. A METV is valid for 6 months and with each entry you get 60 days of stay.

That is possible, although there are other options, but that is of course your choice.

If you go by van, and you probably mean via one of the many visa offices that offer “visa runs”, they will arrange everything that day and you will return the same day with a new stay period of 60 days.
