I am married to a Thai lady and wish to go there soon August 13th. I transferred 400.000 baht to my bank in Thailand. Is this enough?

And have a letter from my doctor that I am well signed by my doctor. Is this enough or does someone else have to sign on this letter?

Can you provide me with an answer?

You provide very little information. I assume that the intention is to stay in Thailand for a long time? If so, you must first apply for a Non-immigrant “O” Single entry.
You can find what you need for this on the website of the Consulate: www.royalthaiconsulateamsterdam.nl/index.php/visa-service/visum-aanvragen

Upon arrival in Thailand you will then have a residence period of 90 days. Following those 90 days, you can request an extension based on your marriage. You can use your 400 Baht for that. The amount must be in the account for at least two months before the first renewal application. For subsequent renewal applications, this is 000 months.

Having a letter from your doctor stating that you are healthy is nice, but not necessary for this procedure. I think you are confusing it with a Non-immigrant “OA” visa where a medical certificate is required.
