I searched through Thailandblog but couldn't find an answer to my question. Also asked Thai in the Netherlands but got different answers. My girlfriend got a visa for the first time for 1 month and she will be going home soon. Now she wants to apply for a visa for 3 months when she returns.

How long must she first stay in Thailand again to apply for a multiple visa or a visa for 3 months?

In principle, you can immediately return to Bangkok -by appointment- at the embassy (or VFS) to apply for a visa. But what is important to ask yourself is:

1. How many entries does her visa have now and how long is it valid? The Netherlands usually issues a multiple entry visa (MEV). That visa can officially be used for 6 months to 5 years, although, remarkably enough, the Netherlands also issues MEV for a shorter period. Check whether the future planned trip falls within the 'valid from ... to ...' period.

2. Assuming that the visa is indeed no longer valid for the intended future trip, know that you can apply for a visa from three months in advance. For example, if your girlfriend wants to come again in July, she could visit the embassy or VFS again in April.

Those three months do not include any waiting time via the appointment calendar. So if you want to come back on August 1, for example, she can submit the application to the embassy or VFS from the beginning of May. An appointment is required for this, which may take a maximum of 2 weeks (unfortunately, the embassy ignores this rule and the appointment calendar is sometimes full for 2+ weeks, which is actually not allowed…). In this scenario, mid-April could already make an appointment for early May. The appointment calendar looks a few months ahead so you could even schedule an appointment now.

Have fun together this holiday and good luck with the next application. Remember that the big picture always has to be right, so ask yourself if her travel dates and length of stay make sense. For example, if she has a job, it would be remarkable if she wanted to return to the Netherlands within a short period of time and then for a longer period of time. That then rubs with the check for 'sufficient binding'. But as said, it's about whether the overall picture comes across as positive. With common sense and the file at hand, it should work!
