Thailand Visa question No. 192/23: Visa application from outside the Netherlands and visa application in Cambodia

I will soon first go to Bali, then to Thailand on a visa exempt basis for 30 days, then to Cambodia for 30 days and then to Thailand for 2 to 3 months. For the 2nd time in Thailand (end of January) I need a visa, tourist visa 60 days with a possible extension of max. 30 days or a non-immigrant O visa.
I was planning to apply for a tourist visa in Cambodia at the Thai consulate, but I don't know if anything has changed now that e-visas are available.
So: if I am outside the Netherlands (in Cambodia) it is better to apply for an e-visa at that time (then I would rather get a non-immigrant O mutiple entry that I can also use next year) via the Thai consulate in the Netherlands or should are you physically in the Netherlands upon application? (for example, the required plane ticket for a visa application would then depart from Cambodia instead of the Netherlands).

You can read the following on the website.
“Nationals of the Netherlands who are currently in Thailand or outside of the Netherlands cannot apply for e-Visa with the Embassy. They must first return to the Netherlands before applying.”

I don't know what your schedule is, but maybe apply for the Non-immigrant O Multiple entry before you leave for Bali. You may be able to indicate that you are going to Bali first and then to Thailand and mention that on the travel plan and your ticket. I think that should be possible.
- Visa application in Cambodia
The evisa is not yet in use in the Thai embassy in Cambodia, as I understand from the link below. And tourist visas for Thailand should be possible. Open the link and there you will find more information about the application.
“If you need a visa, you must apply for an appropriate visa at the Royal Thai Embassy. You can apply in person or use an agent but the passport must have an entry to stamp to Cambodia. Visa applications received by mail – electronic or postal – will be rejected. We do not accept e-visa applications and do not issue e-visas. If you have already lodged an e-visa application at another Thai Embassy, it CANNOT be transferred to our Embassy and you must lodge a new application in person with us.”
- But in principle your entire stay in Thailand should be subject to a Visa exemption.
First period of 30 days is possible on Visa Exemption
Second period can also be Visa exempt for the first 60 days (30 days upon entry and extended by 30 days upon immigration).
And if you want to stay longer, you can then make another border run and re-enter the Visa Exemption, which you can extend for another 30 days if necessary. It should all be more than sufficient to cover that period. Please note that border runs over land are limited to twice per calendar year, but that should be just enough.
